- The U.S. Department of Justice; Drug Enforcement Administration intends to award a sole source purchase order for an annual subscription to the Local Number Portability Administration (LNPA). All communication regarding this posting shall be in writing and be received by the archive date of this notice effective March 1, 2018. The point of contact is Anthony DiCarlo, email anthony.m.dicarlo@usdoj.gov. The proposed purchase orders is for services for which the Government intends to solicit and negotiate only with iConectiv (100 Somerset Corporate Blvd, Bridgewater, NJ 08807). In accordance with the Competition in Contract Act, 21 USC 253(c)(1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. Additionally, in accordance with FAR 13.106-01(b)(1)(i), when soliciting from a single source for purchases not exceeding the simplified acquisition threshold; Contracting officer may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The following FAR Part 12.3 provisions and clauses are applicable to this acquisition: 52.212-4 (January 2017) Contract Terms and Conditions-Commercial Items and 52.212-5 (January 2018) Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The full text of provisions and clauses may be accessed electronically at this web address – www.acquisiton.gov/far and are attached. The North American Industry Classification System (NAICS) is 541618. The Government anticipates the award of a firm-fixed price purchase order. A determination by the Government not to open the requirement to competition is based on the responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotation. A Request for Quotation (RFQ) is not available. This is not a Request for Quotation (RFQ).
