- Description
- The US Government currently anticipates an Indefinite Delivery Indefinite Quantity (IDIQ) construction requirement for the renovation and maintenance of roads located inside USAG Benelux installations at Chièvres Air Base, S.H.A.P.E., NATO Support Activity (NSA) Brussels American Schools (BAS) and Zutendaal. Worked performed under this requirement must conform to Belgium and European Standards regulations as identified under the Bureau de Normalisation. Principal Features: Principal items to be performed to accomplish the work consist of but are not limited to: 1) Preliminary work 2) Demolitions 3) Earthwork 4) Sub-foundations 5) Foundations 6) Concrete coverings 7) Hydrocarbon coverings 8) Miscellaneous coverings 9) Linear elements 10) Sewage 11) Small constructions 12) Marking 13) Maintenance and repair work 14) Rehabilitation of the surroundings 15) Miscellaneous Performance of Work: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform repair, alteration and maintenance of roads, sewage, structures in US Government property in the quantities and description identified and ordered by individual task orders. The above general outline of principal features does not in any way limit the responsibility of the contractor to perform all work necessary to achieve the desired end results and to supply all materials and labor required by these specifications and drawings. Evaluation: The government will award a contract resulting from this solicitation to the responsible offeror whose offer confirming to the solicitation, will be most advantageous to the government, price and other factors considered, utilizing the Lowest Price Technically Acceptable (LPTA) source selection process. The following factors will be used to evaluate offers: (1) Price (2) Technical (a) Contractors shall comply with the following classes - categories and sub-categories agreed upon by the competent Belgian regional minister - Belgium Ministry of Public Works - Valid Certificate for Class 5 (up to 1,810,000.00 Euros), C (general enterprise of road works) or EU equivalent. (b) ISO 9001 and ISO 14001 Certification. (c) Contractor shall possess a Certificate VCA - For Safety, Health and Environment - See web site (http://www.vcadirect.com/vca-course/all-about-vca (3) Past Performance - Provide evidence of five (5) years of government and/or public works involving paving and road construction. The solicitation for this requirement is expected to be released on or about 15 March 2018, with an award date on or about 30 April 2018. Only contractors who are registered and have an active account in the System for Award Management (SAM) may be awarded a contract as a result of a solicitation. Payment for this requirement will be made through the Wide Area Work Flow (WAWF) system. Contractors shall be registered in WAWF. Because this requirement is located OCONUS, FAR Part 19 does not apply, therefore this requirement will not be set aside for small business.
