- Safety System Equipment Installation and RIA Risk Assessment of CROMMA at the National Institute of Standards and Technology (NIST) facility in Boulder, CO. See below sole source justification. NIST's Radio Frequency Field Group is requesting that Pilz America be the sole source for this procurement. Pilz was awarded the responsibility of risk assessor for the LAPS procurement, SB1341-16-SU-0773 as a subcontractor. This was a subcontract awarded by the LAPS vendor, NSI-MI, for consultation and risk assessment of the LAPS both on the production floor In Torrance, CA and after Installation on-site In Boulder, CO. Use of both the LAPS and CROMMA are characterized by frequent tool changes, frequent alterations In the robotic arm programmed paths, and frequent Interaction with other equipment Inside the anechoic chamber. This mode of operation Is atypical for the working cells of most Industrial robots. The familiarity that Pilz has with the LAPS, with the RFF Group mode of operation, and with the Antenna Measurement Facility Itself, Is invaluable to ensuring the safety systems for CROMMA interact properly with the rest of the laboratory. If a different risk assessor is used, they would need numerous engineering hours to become familiar with NIST's unique use of robotics for antenna metrology. In addition, the safety risk assessment on the LAPS must be mimicked for the CROMMA since they will be sharing the same overlapping working envelope. Therefore, because of Pilz's prior work with the NIST LAPS and the expertise with RIA safety standards for coordinated robotics, this is the basis for the sole source justification for using Pilz. Statutory authority 41 USC 3304(a)(1)- Only one responsible source and no other supplies or services will satisfy agency requirements - Is applicable.
