Description
The United States Army Medical Research Acquisition Activity (USAMRAA) is issuing a Notice of Intent for a Sole Source the award of a firm fixed price contract with American Association for Laboratory Accreditation (A2LA) as required United States Army Public Health Enterprise (PHE) in Aberdeen Proving Ground, MD. The purpose of this contract is to seeking to renew its laboratory accreditations that must comply with a comprehensive list of standards and requirements as specified under nationally and internationally accepted criteria for competence. They are: ISO/IEC 17025:2005, AOAC International Guidelines for Laboratories Performing Microbiological and Chemical Analyses of Food, Dietary Supplements, and Pharmaceuticals (dtd April 2015), the NELAC Institute (TNI) Standards:2009 for Chemical, Radiochemistry and Microbiology Testing, The EPA National Lead Laboratory Accreditation Program (NLLAP), Clinical Lab Improvement Amendments (CLIA), Clinical Laboratory Improvement Program (CLIP) and ISO/IEC 15189 for Medical Laboratories. This Contract will cover the PHE consisting of: Army Public Health Center - Aberdeen Proving Ground, MD 1. Regional Health Command - Pacific (Washington State) 2. Regional Health Command - Atlantic (Ft Meade, MD) 3. Regional Health Command - Europe (Germany) 4. Regional Health Command - Pacific (Japan) 5. Regional Health Command - Pacific (Korea) 6. Regional Health Command DOD Food Analysis And Diagnostic Laboratory (FADL) - (San Antonio, TX) The estimated period of performance for this acquisition is one year with four one-year options for a total of five years. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible, interested parties may identify their interest by submitting capability information by Friday, 23 February 2018 at 2:00 p.m. EST in order to establish the ability of the responder to meet this requirement. A determination by the Government to not compete this proposed contract modification is based upon responses to this notice is solely within the discretion of the Government; information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with responses to this notification. All inquiries must be submitted via e-mail to nathaniel.a.reus.civ@mail.mil.
