Description
Statement of Work for Ship Models Conservation PLEASE READ NOTICE IN ITS ENTIRETY TO ENSURE SUBMISSION OF A RESPONSIVE PROPOSAL!! (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 693JF718Q000011: it is issued as a request for proposal (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation; Federal Acquisition Circular 2005-96 / November 6, 2017. (iv) This RFQ is a set-side for small business. The NAICS code for the effort is 712110 - This industry comprises establishments primarily engaged in the preservation and exhibition of objects of historical, cultural, and/or educational value with a small business size standard of $27.5M. (v) Offerors shall submit a firm fixed price quote which covers labor, material, insurance and shipping and handling. (vi) Maritime Administration (MARAD) is seeking the services of a contractor to repair and conserve two ship models and rehouse them in new vitrines and bases. These services shall include a condition report and conservation plan for the models. In consultation with MARAD, the contractor shall evaluate the models' condition and determine the level and type of repair and conservation required. See attached Statement of Work for additional information. (vii) The period of performance will begin upon award of the contract. MARAD requires that all contract deliverables be completed within six months of contract start date. Phase one (condition evaluations and repair plans) must be completed before Phases two or three begin. (viii) Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Quotes submitted in response to this RFQ must include the following in addition to the 1. Technical Capability a. Previous experience in model repair. Vendors should submit examples of prior projects they have done of this nature. b. Creation of a project and deliverable timeline, including major project milestones and estimated level of effort. c. Access to necessary material and facilities for the completion of contract deliverables. 2. Past Performance a. Prior experience completing multi-piece conservations efforts of a similar nature. Provide at least three (3) references from past work performed/managed by the company which demonstrates work accomplished within the past five (5) calendar years, at the same or similar level of scope and complexity as required by the PWS. The references must include a contract/order number, business/Government office name/location, description of service provided and order/contract value. It must also include current POC name, phone number and email address. The past performance proposal shall be no more than three (3) single spaced pages, 12pt, MS Word 2016 or compatible word processing program. 3. Price a. Offerors may quote prices either on a per-phase basis or for the overall project. Vendors will submit their proposal to encompass the cost for the entire project. This procurement will not be awarded as a partial procurement. This will be an "all or none" procurement. i. Technical capability and past performance, combined, are slightly more important than price. ii. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (ix) 52.212-2, Evaluation-Commercial Items does apply to this RFQ. a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) past performance; (iii) price; (x) Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. (xi) FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) N/A (xiii) Additional contract requirement(s) or terms and conditions apply and are included in the RFQ document and attachments. (xiv) Defense Priorities and Allocations System (DPAS) and assigned rating- N/A (xv) Proposals are due by 3:00pm Eastern Standard Time(EST) on Friday, March 16, 2018.
