Description
Conceptual Drawing for MFC Utility Corridor Project Summary for MFC Utility Corridor I. INTRODUCTION Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective offerors to construct a utility corridor at the Materials & Fuels Complex (MFC) on the INL. II. PROCESS BEA is seeking qualified firms to compete for the award of a contract in support of the MFC Utility Corridor project. As determined by BEA, responders to this EOI may receive a Request for Proposal (RFP) that will require detailed proposals be provided for evaluation. A lowest evaluated price award decision will be utilized. Interested firms are advised that RFP release is anticipated in the spring of 2018. The contract award type will be firm-fixed price. All BEA subcontracted construction work on the INL site is subject to the Davis-Bacon Act and the INL Site Stabilization and Jurisdictional Agreements (available at http://sitelaborcoordinator.com/public-agreements/); both of these agreements are enforced in accordance with agreements set forth between the Construction Trades, DOE, and BEA. III. FACILITY DESCRIPTION The utility corridor will be constructed at MFC on the INL. MFC is located approximately 35 miles west of Idaho Falls, Idaho. A project summary and conceptual drawing are provided for information. IV. SUBMITTAL Interested firms are requested to provide expressions of interest to the undersigned by close-of business on March 6, 2018. Included must be sufficient written information confirming the responder's qualifications including providing the following: • Abbreviated company statement of qualifications • Financial and bonding capacity • Safety record (provided Experience Modification Rates for the 3 most-recent years) • Demonstrate experience with similar utility corridor work with rock trenching (3 projects) • Written description of the general approach to complete this scope (one page maximum) • Agreement to become signatory to the INL Site Stabilization Agreement. Note that responses must be no more than twenty (20) pages in length. Providing a response to this EOI request does not guarantee a firm will be included in the RFP process. BEA will unilaterally determine which firms are best qualified to receive the RFP for the project.
