- This is an interim contract. Local Staff Health Insurance contract is a contract for a period of 10 months from March 1, 2018 through December 31, 2018 with one two-month option. The U.S. Embassy in Gaborone requires health insurance coverage for locally employed staff (LE Staff) in Gaborone, Botswana. The embassy has determined that the prevailing practice by employers is to provide for their employees health insurance protection and that the cost of such insurance protection is usually borne in full or in part by the employer. It has been determined that such health insurance protection is representative of local prevailing compensation practice. The contractor is the sole responsible vendor based on previous acceptable work and the lack of available alternatives capable of meeting U.S. government requirements. Post canceled a solicitation on January 23 after it determined that the solicitation process did not meet FAR requirements. Given that the current contract expires February 28, 2018, Post is taking all necessary steps to have a new contract signed by March 1, 2018. Post could not compete this "interim contract" procurement due to the lack of time and absence of available alternatives capable of ensuring continuous insurance coverage. Post intends to award an other than full and open competition authorized under 41 U.S.C.253(c)(1). There is only one known responsible source for this current period. The current provider of LE Staff Health Insurance can effectively continue current coverage while the new requirement is competed properly. They have proven to be technically qualified to continue this service, and it would be too risky to award the contract to another vendor for this short period. This interim contract will serve only for the period necessary to compete a new solicitation and award a new contract in compliance with the FAR and DOSAR.
