Description
The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000 on behalf of the Office of the Project Manager for Combat Ammunition Systems (PM CAS) is conducting market research to identify potential sources capable of manufacturing and delivering 81mm Gas Adsorbent Modules (GAM) to be used in the M819 Smoke Cartridge packaging. The GAM consists of a plastic circular housing filled with two packets of a chemical adsorbent. The plastic housing is made of high impact polystyrene and has an approximate height of 1.85 inches, approximate outer diameter (OD) of 3.1 inches, and approximate inner diameter (ID) of 2.3 inches. The plastic housing is divided into two interlocking pieces. Each piece consists of an upper and lower housing. Two halves are then combined to make the entire housing. The halves are held together with a piece of identifying tape with a warning printed on it. The housing holds two Tyvek bags containing the commercially available phosphine adsorbent. Each bag is held inside the housing with two packet retainers. The retainers are made of Melt Processable Rubber (MPR) and are approximately 1.68 inches tall, with a cross-section of.265 inches by.335 inches. Additionally they contain a C notch to retain the edge of the bag. The potential production requirement is for an estimated maximum quantity of up to 300,000 (total) GAMS in the FY20-FY24 timeframe. All responding sources shall (at a minimum) provide the following information: a. Identify their projected monthly delivery capability for the GAM and to address their capability to meet the Government's current minimum production rate of 10,000 per month. b. Provide a summary of their company's capabilities including organizations name, address, point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code. c. A description of facilities/equipment, manufacturing process, inspection capability, personnel, current and/or past experience in manufacture of the 81mm GAM or similar item within past 3 years, proven monthly production capacity and/or potential capability, possible partnering/teaming arrangements, and whether the company is a small or large business. Interested sources shall provide sufficient detail to the U.S. Government so as to make a reasonable assessment on the capability to produce these items at the required rates. All interested sources must be registered in the System for Award Management (SAM). This market survey is for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the United States Government (USG). No award will be made as a result of this market survey. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The U.S. Government will not pay for any information submitted nor for any costs associated with providing this information. Interested sources shall provide all information requested in this notification by March 15, 2018. All information submitted will be held in a confidential status. The maximum allowable page limit to the market survey response shall be no more than 15 pages in length. The Government is not obligated to notify respondents of the results of this market research.
