- FA8224-18-Q-5776-SOLE SOURCE -TACTICAL COMMUNICATIONS GROUP, LLC BATTLEFIELD OPERATIONS SUPPORT SYSTEM (BOSS) PRODUCT SUPPORT PLAN-GOLD. NAICS 511210 - SIZE STANDARD $38,500,000 --PSC CODE 7030. Anticipated Issue Date: February 23, 1018 - Closing Date: February 28, 2018 Hill Air Force Base, Maintenance Division, located in Ogden, UT anticipates awarding a Firm-Fixed Price (FFP) contract to Tactical Communications Group LLC (TCG); 2 Highwood Dr. Building 2 Ste. 200, Tewksbury, MA 01876-1100; Cage Code 1SU81, DUNS: 008279437. Anticipated contract award date is March 2, 2018. Hill AFB has a requirement for the annual software warranty and support on two rack mounted BOSS systems. A search using mandatory sources: ESI, ESA, and GSA as well as the internet was made for TCG Product Support-Gold. No other manufactures are known at this time to develop the exact software needed for the exact configuration of this system. TCG is the only vendor able to meet the required characteristics and specifications and also, is able to provide a quote under GSA Schedule #24F-0030M. Additionally, an email dated 7 December 2017 verifies that TCG, as the original equiment manufacture, is the only vendor capable of providing this support. Any resellers located only provide support to foreign customers. Without the renewal of BOSS Product Support-Gold plan, updates would no longer be provided. Any hardware failures would require a separate repair contract and result in excessive downtime. Loss of either of the two systems would mean that we would no longer have the ability to rely on the performance between two identical test bed simulation assets over Link-16 equipment under test. This could result in unacceptable delays in production of the new Link-16 Capability Upgrade prototypes this organization has been tasked to develop. In turn, this would impact a 2 year production worth approximately $20M and impact the combat capability of the Control and Reporting Centers for the next 2 - 4 years. Therefore, a sole-source acquisition with Tactical Communications Group, LLC will be completed.
