THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Any pricing provided is not binding but may be used for planning purposes. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become Government property and will not be returned. 1.0 Description 1.1 B3 Solutions LLC, in support of the Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A) is seeking commercially available options (and rough order of magnitude pricing) for Automatic Dependent Surveillance-Broadcast (ADS-B) Systems that meet the requirements of 14 CFR 91.227. 1.2 These systems are intended to be installed on the following aircraft types: Aircraft Model / Approximate Number of shipsets / Manufacturer / Primary Operating Areas CH-46 / 15 / Boeing / <10,000 MSL MD-530 / 4 / MD Helicopter / <10,000 MSL S-61T / 13 / Sikorsky / <10,000 MSL UH-1HII / 50 / Bell / <10,000 MSL UH-1ST / 16 / Bell / <10,000 MSL UH-60 / 8 / Sikorsky / <10,000 MSL B-1900D / 5 / Beechcraft / Class A DHC-8 / 8 / Bombardier / Class A C-208 / 1 / Cessna / Class A PC-6 / 1 / Pilatus 2.0 Requirements for Automatic Dependent Surveillance-Broadcast (ADS-B) Systems General requirements: The Automatic Dependent Surveillance-Broadcast (ADS-B) Systems must be able to meet the broadcast, power, performance and Minimum Broadcast Message Element Set for ADS-B Out requirements in 14 CFR Part 91.227 (b) through (e). Additionally, INL/A requests similar information for ADS-B In capability that conforms to both a 1090 MHz Technical Service Order TSO-C166b and 978 MHz Technical Service Order TSO-C154c, along with a processing system and cockpit display that conforms to ADS-B Technical Service Order TSO-C195b. The provided technical solution should include a means for the operator to disable ADS-B Out services when desired. Preferred technical solutions are approved kits that can be installed in the field, and have common hardware and interface software for the above aircraft types. 3.0 Responses 3.1 Interested parties are requested to respond to this RFI via email NLT Feb 26, 2018 8am EST to John Passmore and Dylan Montes. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become Government property and will not be returned. 3.2. Your response must provide the data requested below: 3.2.1 Name, mailing address, phone number and e-mail of designated point of contact. 3.2.2 Description of recommended technical solution(s); to include key technical specifications and testing or certifications previously accomplished. 3.2.3 Rough order of magnitude pricing for hardware, and any interface requirements. ROM pricing should be provided separately for ADS-B Out and ADS-B In (if provided) with enough detail to inform a cost/benefit analysis of both options 3.2.4 Installation requirements and/or estimated time/complexity of installation and associated cost for the modification package or services. 3.2.5 Examples of where the product is currently being used (references requested) 3.3. If your recommended solution does not meet (or exceeds) any of the above requirements, please explain why you feel your recommended solution should still be considered. 3.4.
