Description
NOTICE OF INTENT TO AWARD SOLE SOURCE ORDER UNDER EXISTING BASIC ORDERING AGREEMENT The Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) at Port Hueneme, California intends to negotiate and award a sole source Order under existing Basic Ordering Agreement (BOA) N63394-16-G-0003 to the BAE Systems Land & Armaments L.P. This is a follow-on Order. This effort will encompass the troubleshooting and repair based on the Material Condition Assessment (MCA) of Taiwan Navy Keelung Class Ships. Services include: Upgrade Installation, on-the-job practical operator and maintenance familiarization training in country, grooms, and repairs to be performed on-board the Taiwan Navy Keelung Class Ships. The BOA will be valid for 3 years. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of the Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely with the Government’s discretion. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.320-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. All responses must be submitted in writing to the address or facsimile number stated herein to the attention of: Notice of Intent N63394-16-G-0003-FY18-TN. Response to this notice must be received by close of business February 28, 2018. Responses must include your business name, point of contact, address, and telephone number with area code. Telephonic responses will not be accepted. Requests may be emailed to Orlando Hernandez at orlando.r.hernandez@navy.mil. Any response to this notice must clearly demonstrate that competition would be advantageous to the Government.
