- Sources Sought Synopsis This notice is not a request for competitive quotes. This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a partial or total set-aside is warranted, or to proceed with an unrestricted solicitation pursuant to Part 19 of the Federal Acquisition Regulations or proceed with an unrestricted solicitation. The Bureau of Reclamation, Great Plains Region has an established need to conduct pilot testing, and provide recommendations, of three methods to evaluate their efficacy in treating Leadville Mine drainage water located in Leadville, Colorado. Reclamation intends to award one purchase order for each of the technologies listed below. The contract may be awarded to multiple vendors. ¿High Density Sludge (solids contact clarifier) treatment of combined influent; improved version of existing process ¿Nanofiltration (NF) of high quality water (well at 10+25), the reject from NF and upper mine sources treated with a high density sludge process ¿Electrocoagulation-based treatment of combined influent The work required consists of pilot testing in order to gather information sufficient to evaluate each of the technologies with respect to the needs of the plant and to determine the most suitable technology on which to base future design activities. Pilot testing is to provide performance and operational requirements, and preliminary capital and operation and maintenance costs and supporting information. All equipment shall be provided by the contractor. The contractor shall deliver, install, operate, and maintain the testing equipment for the duration of the testing period; approximately 6-8 weeks including May 15 through June 30. At the end of the pilot testing period, the equipment shall be shut down and removed from the LMDT site. The site shall be returned to the same or better condition than it was before testing was conducted. It is anticipated that the solicitation will be issued on March 2, 2018, with a quote due date of April 2, 2018. Vendors that recognize they can provide the required services are encouraged to identify themselves and give written notification to the Great Plains Regional Office. In order to allow for sufficient Government consideration, vendors shall submit their capabilities statement no later than the close of business on February 26, 2018. Responses received after February 26, 2018, may not be considered by the Government. Interested vendors should include the following information on their response: 1.Company Name 2.Address 3.Point of Contact Names and Phone Numbers 4.Dun and Bradstreet Number (DUNS) 5.Tax Identification Number (TIN) 6.Size Classification based on North American Industry Classification System (NAICS) Code 541990.
