- NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source contract statutory authority 10 U.S.C. 2304(c)(1) per Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". NASA intends to award a sole source contract to Honeywell Aerospace, of Phoenix, AZ. "This requirement is for the design of a breathing oxygen regulator systems, which are based on the existing Honeywell Breathing Regulator, Anti Gravity (BRAG) valve, for the Low Boom Flight Demonstrator (LBFD) program and the F-15 chase aircraft." The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Pacific time on Feb 28, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency. Submittals should be made in writing via email to james.g.williams-1@nasa.gov. NASA Clause 1852.215-84, Ombudsman, is applicable.
