- The Bureau of Reclamation, Pacific Northwest Region, has a requirement for an established the need for long-term, continuous daily monitoring of total dissolved gas, temperature, barometric pressure at each of its three sites on the mid-Columbia River and seasonal monitoring at a fourth site (tailrace at Hungry Horse Dam), with potential for year-round monitoring when forced winter spill is required. The provisional monitoring mandate has existed since 1997 and has only been invoked recently (2001). The northern-most fixed monitoring station on the Columbia River is located on the east bank, four miles south of the US-Canadian Border and eight miles north of Northport WA, and is called the ˜Reclamation Boundary site ™ (as opposed to sites operated by the USGS and USACE on the Boundary Dam pool on the Pend ™Oreille). The Grand Coulee forebay site is located on the face of Grand Coulee Dam near the Third Powerhouse. This requirement will be set aside for small business, meaning open to small businesses and issued as a request for quote, and specific evaluation factors for the requirement will be included in the solicitation. The North American Industry Classification System (NAICS) Code is 811219 and the small business size standard is $20.5 million. Quotes will be accepted from all responsive and responsible small businesses. Contractors shall note an electronic copy of the solicitation will be issued in February 2018 on www.fbo.gov and www.fedconnect.net. The solicitation will close approximately 10 days after its issuance. Prospective offers' must be registered in the System for Award Management (SAM) prior to receiving award of any contract, see www.sam.gov.
