Notice of Contract Action (NOCA) Air Force Life Cycle Management Center (AFLCMC) Global Adaptive Planning Collaborative Information Environment (GAP CIE) Introduction This announcement constitutes a Notice of Contract Action (NOCA) by the United States Air Force, Air Force Material Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Offutt AFB, NE. AFLCMC/HBCK intends to execute a one-year extension (through 29 April 2020) on the Global Adaptive Planning Collaborative Information Environment (GAP CIE) contract (FA8730-14-D-0011) with Northrop Grumman Systems Corporation, Northrop Grumman Information Systems, under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This NOCA shall not be considered by your organization as an invitation to bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any product or service. Issuance of this NOCA does not restrict the Government regarding an acquisition approach. Background The GAP CIE contract is a single award Indefinite Delivery Indefinite Quantity (IDIQ) type contract, awarded to Northrop Grumman Systems Corporation on 1 May 2014. Individual delivery orders may be awarded under the IDIQ through 30 April 2019, and the contract ceiling for the basic contract is $98M. The basic contract includes FAR Clause 52.216-22 which allows performance on individual orders through 29 Apr 2020. This contract action will align the current GAP CIE ordering period to coincide with the current GAP CIE performance period. The current contract value is $30.8M, and the basic contract ceiling will not be increased as a result of this extension. The GAP CIE contract provides software sustainment and maintenance deliveries to the GAP CIE software application code base, and is one of several contracts that fall within the Integrated Strategic Planning and Analysis Network (ISPAN) program portfolio. Extension Requirement(s) Under the present contract, the Government has focused sustainment efforts on re-architecting the GAP CIE system to address significant cybersecurity challenges due to a combination of planned and unexpected events. This re-architecture is technically complex and must be accomplished without loss of critical operational capabilities. Upcoming sustainment efforts include but are not limited to, infrastructure upgrades, authentication subsystem re-architecture and coalition releasability. These efforts have been planned and budgeted, and will commence prior to the end of the current ordering period, but will not be finished until the end of the performance period. Extending the ordering period to coincide with the performance period reduces the Government's risk in addressing unknown requirements that need to be satisfied prior to the end of the performance period without maintaining code baselines from multiple software developers. The technical code base, as currently designed, is not conducive to a multiple developer approach and integration risks and cost associated with multiple developers is not in the best interest of the Government. Instructions If your company can meet the continuation of all GAP CIE contract requirements by 1 March 2018, please provide a capability package to the Contracting Officer at lee.e.smales.civ@mail.mil no later than 12:00pm CST on 1 March 2018. Responses are limited to five (5) pages in a Microsoft Word or PDF compatible format. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. The Government reserves the right to contact the submitting parties for further clarifications. Any response submitted for this NOCA constitutes consent for that submission to be reviewed by military personnel, Government civilians, and associated support contractors including Strategic Professional Resources, Inc. and the MITRE Corporation. Respondents are advised the Government is under no obligation to provide feedback with respect to any information submitted. All submissions become the property of the Government and will not be returned. All information received from responsible sources by the above date will be considered, however the determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received in response to this notice nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCM/HBCK.
