- February 9, 2018: Federal Acquisition Regulation (FAR) 13.106-3(d) only requires the agency to furnish a supplier a brief explanation of the basis for the contract award decision, not an actual "debriefing" as would be required under FAR 15.506. Since award was based on factors other than price alone, a brief explanation of the basis for the contract award decision is provided as follows: " FAR Part 13, Simplified Acquisition Procedures, and Health and Human Services Acquisition Regulation (HHSAR) procedures were used to evaluate the quote and award this requirement. Both Factor I - Technical Acceptability and Factor II - Price were important to the overall award decision. As such, the Government made an award to Strativia LLC whose submission was determined to be fair and reasonably priced, the lowest priced, and technically acceptable."
