- The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with REGENTS OF THE UNIVERSITY OF CALIFORNIA dba: UNIVERSITY OF CALIFORNIA SAN DIEGO SCHOOL OF MEDICINE located at 9500 Gilman Dr. #0602 La Jolla, CA. 92093. This requirement will be used to establish a Basic Research in Phlebotomy and Echocardiogram Service Contract for the VA San Diego Healthcare System (VASDHS). The UC Regents - UCSD Clinical and Translational Research Institute (CTRI). shall perform all laboratory procedures indicated in the study IRB protocol, including echocardiogram, blood draw, and processing of samples. The echocardiogram will be performed at the UCSD CTRI by a certified sonographer. Blood will be drawn by a licensed phlebotomist, and all blood samples will be stored, processed, and destroyed at the CTRI, minimizing risk of contamination and of loss of confidentiality. Blood samples will be analyzed by the CTRI biomarker laboratory for various biomarkers that have been associated with cardiovascular and cognitive risks. All assays of interest are available and can be performed at the CTRI, making the CTRI the ideal location for processing of blood samples. All specimens will be used up in analysis or destroyed by UCSD CTRI staff after use. The contractor shall have past data from Lab to provide consistency in data analysis. The contractor shall be in close proximity to VA San Diego, 3350 La Jolla Village Drive, San Diego, CA to provide ease of access to the facility. This requirement will cover 23 participant visits (phlebotomy and echocardiogram), and the processing of 69 samples per assay for 14 total biomarkers. The proposed period of performance will be from 2/15/2018 through 2/14/2019 (Base year). With a total estimated value of $20,355.00 for the life of the contract. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 2/15/2018. The place of performance is as follows: REGENTS OF THE UNIVERSITY OF CALIFORNIA dba: UNIVERSITY OF CALIFORNIA SAN DIEGO SCHOOL OF MEDICINE located at 9500 Gilman Dr. #0602 La Jolla, CA. 92093. The North American Industry Classification System (NAICS) for this requirement is, 611310-Colleges, Universities, and Professional Schools. The Small Business Administration size standard for this sector is $27.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
