Description
The U.S. Army Corps of Engineers, Kansas City District, intends to issue a solicitation to construct a combat arms facility at McConnell Air Force Base at Wichita, Kansas. The general scope of work includes, but is not limited to: Construct a Combat Arms Facility at McConnell Air Force Base (AFB) at Wichita, Kansas. This acquisition will construct a 28-position, 25-meter, fully contained, indoor firing range, combat arms facility and range target facility. Construction will include concrete footings, floor, side walls and roof as well as overhead baffles, bullet trap and a vacuum system for lead dust collection. The project includes utilities, site improvements, pavements, communications infrastructure and other supporting work necessary to make complete and useable facilities. At this time, no Pre-Solicitation Conference or Site Visit is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly. If the government does schedule a site visit, the details will be included in the solicitation. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $10,000,000.00 and $15,000,000.00. This solicitation will be issued as a full-and-open two-phase design-build Request for Proposal (RFP) solicitation to all businesses, and proposals will be evaluated in accordance with solicitation. The RFP will result in the award of a single firm fixed price (FFP) construction contract. The estimated performance period for completion of construction is 540 calendar days from Notice to Proceed (NTP). The solicitation will be available on or about March 1, 2018 and proposals will be due on or about April 3, 2018. The solicitation, including any amendments, shall establish the official opening and closing dates and times. The North American Industry Classification System (NAICS) Code for this project is 236220, with a size standard of $36,500,000.00. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed the size standard stated above. Small Business Concerns are strongly encouraged to consider Joint Ventures, Mentor-Protege Agreements, Small Business Consortiums, and other innovative Teaming arrangements in order to participate in this solicitation, and to leverage and/or consolidate bonding and financial capacities.
