- Page 3 of 3 REQUEST FOR INFORMATION (RFI) FOR HHRC Websites Management and Content Development This RFI is being issued for informational and planning purposes only. Information gathered will be considered in order to determine the feasibility of a small business providing the necessary support and whether adequate competition exists to set-aside the competition for small business or a sub-category. The information requested will also be used to facilitate decision making and will not be disclosed outside the agency. This announcement is not a solicitation of any kind. VA is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note VA will NOT be responsible for any costs incurred by interested parties in responding to this RFI. A Contractor to create and update specialized clinical and educational content for existing national VHA Internet sites related to the treatment and prevention of viral hepatitis, liver disease, and human immunodeficiency virus (HIV) infection, as well as manage/maintain these sites. PROFESSIONAL HEALTHCARE EXPERTISE REQUIREMENTS: As these Internet sites are used by a wide range of audiences across the country, professional clinical staff must consist of licensed physician(s) holding board certification with the following qualifications: At least one clinician with at least five years of experience in care of patients with HIV At least one clinician, preferably with a primary care background, with at least five years of experience in care of patients with viral hepatitis and/or advanced liver disease At least five years of experience in development of educational materials in the areas of HIV, viral hepatitis, and liver disease for national audiences, including both clinicians and patients. This experience should include development of such material for VA providers and patients Faculty appointment at an academic medical center, with teaching responsibilities related to care of patients with HIV, viral hepatitis and/or advanced liver disease. Participation on national or international committees or councils developing policy and protocols for the treatment of viral hepatitis, advanced liver disease and/or HIV. No financial relationships with pharmaceutical manufacturers, as defined under Veterans Health Administration Handbook 1004.07, Financial Relationships Between VHA Health Care Professionals and Industry. REQUIREMENTS FOR WEB SITE DEVELOPMENT, MAINTENANCE, OVERSIGHT AND CUSTOMER OUTREACH: Demonstrated skills and experience in creating, updating, and delivering sophisticated specialized content relevant to HIV, viral hepatitis and/or advanced liver disease, user experiences, and interfaces via multiple Web sites, as well as mobile platforms and other applicable channels, with target audiences being VA healthcare providers for all sites, and, Veterans and their families/caregivers, non-VA providers, non-VA providers; other Federal agencies; media; and the general public for Internet sites Skill in branding and designing messaging of information on multiple Web sites focusing specifically on HIV, viral hepatitis and/or advanced liver disease, with the primary target audiences being healthcare providers in and outside of the VA and Veterans patients and their families/caregivers. Development of copy and editing of original content across multiple Web sites focusing specifically on HIV, viral hepatitis and/or advanced liver disease, with the primary target audiences being healthcare providers in and outside of the VA and Veterans patients and their families/caregivers. Experience with TeamSite, VA s current Web content management system, is a must. At least five years experience in establishing and maintaining efficient production processes; maintaining routine daily and special project schedules for an organization operating multiple Web sites focusing specifically on HIV, viral hepatitis and advanced liver disease, with the primary target audiences being healthcare providers in and outside of the VA and Veterans patients and their families/caregivers. At least two years of experience with the following languages, code and applications, platforms: HTML, XHTML, HTML5, XML, XSLT, XPATH, CSS, CSS3, Sass, PHP, ASP, JavaScript, jQuery, Shell, SQL, GIt, SVN, Drush, Unix, Adobe CS: Illustrator, Photoshop, InDesign, Premier, Compass, Firefox, IE, Chrome, Opera, Safari, Mac OSX, iOS, Windows, Android, Simulators/Emulators, XCode, Firebug, Pantheon, oXygen, Komodo, XXAMP/LAMP, Git, SVN, XML, DHTML, MySQL, PHP, AJAX, JavaScript, CSS, Drupal CMS, Google/Leaflet Map API tools, Web Services API. Period of Performance: Base period of 12 months with four 12 month options to be awarded at the Governments discretion.
