- The United States (US) Government is publishing this notice in accordance with Federal Acquisition Regulation (FAR) Subpart 5.201. This notice shall NOT be considered a request for proposal, quotation, or an invitation for bid nor does it guarantee or exclude your participation in the forthcoming acquisition process. On behalf of the Combined Joint Special Operations Task Force (CJSOTF-A), the Regional Contracting Center-Afghanistan (RCC-A) under the Army Contracting Command-Afghanistan (ACC-A), has a requirement to obtain Security Guards at Camp Dyer, Afghanistan.. T he Contractor shall provide a local national static guard force to protect Afghan and Coalition Forces. Guard services will include, vehicle and personnel entry control points (ECPs), and security sweeps. Contractors performing work under this contract shall possess a Business License from the Afghanistan Investment Support Agency (AISA). The Contractor shall also possess a Private Security Company (PSC) license issued by the Afghanistan Ministry of Interior (MoI). The anticipated North American Industry Classification System ( NAICS) code for this requirement is 561612 - Security Guards and Patrol Services, with a Size Standard of $20.5 million. This US industry comprises establishments primarily engaged in providing guard and patrol services, such as bodyguard, guard dog, and parking security services. The anticipated Product Service Code is S206, Housekeeping-Guard. It is the responsibility of interested offerors to monitor the Government Point of Entry via the Internet at http://www.fedbizopps.gov for additional information, to include future information, pertaining to this requirement. The Government anticipates release of this solicitation on or about February 15, 2018. Additionally, the upcoming solicitation and any subsequent amendments to the solicitation may only be available by downloading the documents at http://www.fedbizopps.gov. The anticipated ordering period for the upcoming requirement is twelve (12) months, to include a mobilization period of sixty (60) days, with a possibility of up to a six (6) month extension. Total possible ordering period of eighteen (18) months. Interested Vendors shall have an active registration in the System for Award Management (SAM) database (US Vendors) and the Joint Contingency Contracting System (JCCS) database (Afghan and US Vendors) prior to award. Lack of registration in the SAM or JCCS database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at https://www.sam.gov/ and https://www.jccs.gov/. The Government anticipates award on or about 10 March 2018.
