- 8 Feburay 2018 modifcation removes small business set-aside language. This solicitation is a full and open competition with brand name justification. MOBILE FLOOR FAN. The solicitation number is FA8601-18-Q-0046. The NAICS Code is 333413. The government (AFLCMC/PZIBB) intends to purchase Big Ass Fan AirGo 2.0 fans for air handling and circulation at a museum restoration hangar on Wright-Patterson AFB. This notice is a request for competitive quotations. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Quotations should be e-mailed to Andrew Boggs (andrew.boggs@us.af.mil) by 12:00 P.M. Eastern on 15 February 2018. Be advised that all correspondence sent via e-mail must contain the subject line “Synopsitation FA8601-18-Q-0046.” The entire proposal must be contained in a single e-mail that does not exceed 5 megabytes including attachments, if any. Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe or.zip files). Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in award of a Firm Fixed Price (FFP) contract for a commercial item, i.e. AirGo 2.0 Fans as described under the attachment titled “Statement of Work.” The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor; and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) whether proposed prices are determined to be fair and reasonable. Please note a general statement that a proposal will conform to the minimum requirements in the Statement of Work will receive a rating of not technically acceptable; proposals must demonstrate how minimum requirements in the statement of work will be met, including a cost breakdown of each requirement.
