- Description
- General Services Administration, Region 10, is issuing a request for proposal (RFP) for Operations and Maintenance (O&M) Services at Jackson Federal Building (JFB) and Federal Office Building (FOB) in Seattle, Washington. The resulting contract award will require all labor, management, supervision, tools, material, and equipment required to perform facilities investment services, inclusive of a preventative maintenance program and repairs for facilities. The O&M Services work includes a preventative maintenance program for facilities, installed equipment, and systems to ensure proper operation, minimize breakdowns, and maximize useful life. The work also includes service orders, both urgent and routine, maintenance on HVAC and refrigeration systems, fire protection systems, and other recurring services. The Government intends to award one Indefinite Delivery/Indefinite Quantity contract to the responsible offeror whose proposal constitutes the most advantageous approach to meeting the Operation and Maintenance (O&M) Services outlined in the Performance Work Statement. Award will be made utilizing a best value trade off source selection method in accordance with FAR 15.101-1 and will consider responses to technical evaluation questions, responses to service delivery questions, responses to switchgear subcontractor selection information, past performance information and price as described in the RFP Package. This may result in an award being made to other than the lowest priced Offeror or other than the highest technically rated offeror consistent with the evaluation factors. Upon receipt of proposals, the Contract Specialist will review all proposals to confirm each Offeror's responsibility and determine responsiveness. The proposals that have been determined responsible and responsive will be forwarded to the Source Selection Evaluation Board (SSEB) for technical evaluation. The SSEB will then individually evaluate all proposals for technical quality and will rate each technical factor as Exceptional, Very Good, Acceptable, Marginal, or Unacceptable. All proposals that have been determined not-responsible and/or non-responsive will be rejected and will not be evaluated for award.
