Description
The National Eye Institute (NEI), part of the National Institutes of Health, is planning to administer a $1 million prize competition to generate 3-dimensional retina organoids (ex vivo models of human retina) that can be used to model diseases and screen drugs (3-D ROC; https://nei.nih.gov/3droc). The NEI will conduct this challenge under the America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science (COMPETES) Reauthorization Act of 2010, 15 U.S.C. 3719. In line with these authorities, this Challenge will lead to innovative technology to accelerate vision research, generate new models for retinal diseases, and facilitate translation of basic research into better treatments. Prize competitions are unique in that the work done by participants is not supported by the federal government. Instead, the participants who submit materials that best meet or exceed the goals defined by the government are awarded a prize after the work is done. Additionally, prize competition participants retain intellectual property and ability to commercialize end products. Resources provided by private entities are essential to help participants address the Challenge goals without federal support. Company involvement and expertise can guide product development toward commercialization through co-development agreements or other interactions. Consistent with the America COMPETES Act, as amended, NEI is seeking partnerships with small and large businesses and organizations (e.g., sponsors) to provide support and resources to the prize competition participants. Sponsors will provide resources directly to participants upon request on an equitable basis. NEI will not be a conduit for transfer of resources to Challenge participants. Resources may include: in-kind contributions (loaning of technology, early access to products, etc.), discounts on products, services, or reagents, or in-kind or discounted consulting, among other resources. NEI welcomes any and all support from sponsors and will strive to work with each sponsor to develop a partnership that is in mutual interest of both the sponsor and the Challenge participants. Sponsors are welcome at any time during the prize competition, however, those that partner with NEI before March 1, 2018 will each have an opportunity to interact directly with Challenge participants and other interested stakeholders via an NEI-hosted webinar on April 4, 2018. Sponsors are represented on NEI 3-D ROC outreach materials and their information will also be shared with the research community and interested stakeholders through other efforts, including presentations at conferences and meetings.
