- General Description of the Work - The United States Section of the International Boundary and Water Commission (USIBWC), Falcon Power Plant Field Office located at FM2098, 1 Reservoir Rd. Falcon Heights, TX. 78545 has a project to remove and install new 6.9 KV (Kilo Volts) Switchgear with associated equipment. The work shall include but not limited to the removal and upgrade of current equipment, which includes adding a 6.9 kV Field Breaker to protect Power Generator #1, remove and replace current 7.5 kV rated high voltage electrical conductors running from Power Generators (#1, #2 & #3) to 138 kV Power Transformers (#1, #2 & #3). The contractor will also be required to remove and replace the 6.9 kV Current & Potential Transformers. Finally, this project includes implementation of a new communication system with fiber optic, and perform an electrical arc flash study analysis after commissioning of the project. Performance Period - All work shall be completed within three-hundred (360) calendar days after the Notice to Proceed. Solicitation, plans and specifications are expected to be posted on or about February 21, 2018 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by February 21, 2018 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days. This is a Presolicitation Notice. The Solicitation will include information on how to obtain the plans and specifications. All responsible sources may submit a proposal which will be considered by the agency. This is not a request for proposal. Please do not submit a proposal in response to this Presolicitation Notice. The magnitude of this project is between $1,000,000 and $5,000,000.
