Description
The Gulf Coast Veterans Health Care System (GCVHCS), Network Contracting Office (NCO) 16, Biloxi, MS, is issuing a combined synopsis / solicitation for commercial services prepared in accordance with the format in FAR 5. We intend to issue a sole source purchase order to Tampa Armature Works (TAW), Inc., 200 North Pelham, AL 35124. This procurement is to purchase and install two automated uninterrupted power switchgear systems to include two computers with hard drives, two monitors, and software capable of operating the existing Kohler and Onan generators located at the Biloxi, MS, facility. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is being issued. The solicitation number 36C25618Q0293 is issued as a Request for Quotation (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96 effective November 6, 2017. The NAICS code is 335313 and the size standard is 1,250 employees. This requirement is for a sole source and will be firm-fixed-price. The closing date for this notice is 12:00 PM CST Feb. 8, 2018. The requirement is for the following: The contractor shall furnish all labor, computer programming, monitors, and materials necessary to provide two new computer systems with updated software loaded on a hard drive to fully operate the four existing generators at the Biloxi, MS, VA Medical Center. (See Scope of Work for additional detailed information.) Contractor to provide services in accordance with terms and conditions of the contract for the period of date of award to completion, on or about Feb. 9, 2018. To be eligible for award of a contract, vendor must be actively registered in the SAM database (https://www.sam.gov). Vendor is also required to complete representations and certifications found in the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Questions regarding this solicitation must be made in writing to the Contract Specialist, Rene Impey at rene.impey@va.gov, or by fax at 228-523-4324, and must include the solicitation number 36C25618Q0293 on the subject line or the cover sheet. NO TELEPHONE REQUESTS OR INQUIRIES WILL BE ACCEPTED. Submissions of questions must be received by 12:00 PM CST on Feb. 7, 2018. No additional questions will be received after this date. All responsible offerors are invited to submit an offer which shall be considered by the agency. In order to be responsive, the firm must offer a quote on all items as provided below. NEW COMPUTER SYSTEM FOR BACKUP GENERATORS GULF COAST VETERANS HEALTH CARE SYSTEM BILOXI, MS SCOPE OF WORK Furnish all labor, tools, materials, equipment, supervision and on-site startup and testing necessary to provide two new computers, and software, to fully operate the four existing emergency generators located at the Gulf Coast Veterans Health Care System, Biloxi, MS. The detailed scope of work for this effort is as follows: New Computer System: This scope of work includes the effort of providing, installing and programming of two new computer systems that replaces the existing non-operable computer system. Provide and install two each, 17-inch color flat screen monitors and new computers with hard drive capacity to operate the software that automatically operates the four emergency generators. Included in the scope of work is the removal and complete disconnection of the existing computer system and installation of new system to make generators fully operable in automatic. The new computer screen and hard drive is to be located at Building 61 in the Graceland generator yard and at the Electric Shop, Building 10, located in the Engineering compound. Coordinate all work with the Contracting Office Representative and the Electrical Shop Supervisor. Startup and Testing: This effort includes a minimum of 8 hours of training for VA personnel on how to use the new software and ask questions of the vendor, and for the contractor to successfully startup and test the generators using the newly installed computer software system. The vendor will be required to successfully have the new computer system automatically startup the existing generators under the supervision of the VA Electrical Shop Supervisor or appointed personnel. Installation Time: All work as described in the base bid of work is to be completed within 10 calendar days after Notice to Proceed is received by the contractor. A minimum of 5 calendar days advanced notice will be required to accommodate planned power outages and any work during non-duty hours (duty hours are from 8:00 am to 4:30 pm, Monday through Friday). SPECIAL BID CONSIDERATIONS BY THE CONTRACTOR: Submittals: The vendor is to submit full electronic.pdfs of the monitor, hard drive and software for review and approval prior to start of work. All disposal costs and fees for debris removal will be the contractor s responsibility. The contractor will be responsible for cleanliness of the work site areas at all times. SAFETY CONSIDERATIONS: Contractor s workmen shall provide and utilize all safety requirements in accordance with OSHA regulations during all phases of the work. Contractor shall provide and utilize scaffolding and ladders in accordance with all OSHA regulations. NOTE: Most of the work for this effort should be accomplished during normal operating duty hours of 8:00 AM to 4:30 PM, Monday through Friday, exclusive of Federal holidays. Work that is performed outside of normal working hours shall be coordinated with the COR and VA Electrical Shop. Work site areas shall be kept clean and free from debris at all times and contractor shall remove debris daily from the health care system property. Contractor will not be allowed to use Government tools, materials, and/or labor for this project. All work is to be performed in strict compliance with the contract drawings, specifications and Scope of Work. The certification and accreditation authorization (C&A) requirements do not apply, and therefore a Security Accreditation Package is not required.
