- The Mission & Installation Contracting Command - Fort Knox (MICC-Knox) intends to award on a sole-source basis a contract to International Business Machines (IBM), Bethesda, MD for IBM main frame operating system software under FAR Part 8.405-6(a)(1)(i)(B) Only One Source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The vendor must be able to provide the IBM MLC software. Market research has demonstrated that IBM is the only responsible source able to meet the government's requirement for the specified software. THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. Notwithstanding, any vendor who believes it is capable of meeting the MICC's requirement as stated herein may submit a response, which will be considered only if received by 11am EST on February 14, 2018. Responses to this posting must be in writing and submitted to john.p.haarala.civ@mail.mil. A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government. Please note that any prospective offeror must be registered in the System for Award Management (SAM) @ www.sam.gov prior to award in accordance with FAR Subpart 4.11.
