THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A QUOTE (RFQ). A RFQ WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. NSWC, IHEODTD Indian Head, intends to award a contract on a noncompetitive basis to Vets2PM1140 Luminary Cir Unit 104, Melbourne FL. 32901-6675. for the following: - Project Management Professional Bootcamp; A course designed to qualify the Military This action is be undertaken in accordance with FAR 13.106 (b) Soliciting from a single source, on the basis that the vendor is the only known source capable of meeting the government's requirements The North American Industry Classification System (NAICS) for this requirement is 611430 - Professional and Management Development Training. The small business size determination is 11.0 (millions of dollars). This Notice of Intent is not a request for quotes. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this electronic notice must be made by 10:00 a.m. EST on 09 FEB 2018. Oral communications are not acceptable in response to this notice. Interested parties shall e-mail all statements, quotes, and capabilities to Tanika Posey, via email: Tanika.posey@navy.mil and must provide clear and concise documentation indicating a vendor's bona fide capability to provide these services. PERFORMANCE WORK STATEMENT PROJECT MANAGEMENT PROFESSIONAL TRAINING •1 INTRODUCTION This requirement is for the United States Marine Corp Detachment (USMC). The USMC requires Project Management Training for their unit. •1.1 SCOPE The United States Marine Corp Detachment (USMC) has identified the need for Project Management Training for their unit. •1.2 TRAINING DESCRIPTION The training will provide the knowledge and tools needed in Project Management. The training will include the following: 1. In-depth understanding of the Project Management Body of Knowledge 2. Memorization of key concepts, terms, and formulas 3. Development of expert test-taking skills •1.3 Course Materials The vendor shall provide a 1 year of access to the "Student Portal" to provide access to training materials needed to include: •a. Access to download the Guide to the Project Management Body of Knowledge, 5th Ed.. This is included as part of registration fee. •b. Access to download Student guides from the Student Portal and following links 1. Links to all upcoming PMP Boot Camp webinars 2. Links to recordings from the current and previous PMP Boot Camp webinars 3. Downloadable student guides 4. Practice quizzes •2. REQUIREMENTS 1. Parallel military and civilian project examples 2. 1 year access to student online portal 3. 1 year access to online Student Portal 4. 1 year access to monthly instructor-led, webinar courses (same training they will receive in the Classroom, but delivered by webinar monthly. They may log into monthly webinars as often as they like for 1 year) 5. 1 year access to recorded webinar training sessions (full course review) 6. 1 year of individual or group coaching (as needed) 7. A professionally written 2-page Executive resume targeted at PM positions 8. A 4 hour Interview Skills Workshop including 2 post-interview telephonic debriefs 9. Lifetime job placement assistance including an online Resume profile viewable by employers 10. Exceptional proficient at translating military experiences into qualifying projects to qualify military personnel to sit for the PMP exam. This course prepares students to pass the Project Management Institute's (PMI) Project Management Professional (PMP) ® or Certified Associate in Project Management (CAPM) ® certification exams. The course presents parallel military and civilian project examples, analogies, and terminology to solidify understanding of how to answer behaviorally-based PMI exam questions. This course includes PMP® Application preparation assistance, and fulfills the PMI Education requirement for 35 contact hours. Vets2PM training was created by veterans for veterans to exclusively assist military personnel in translating their military experiences into qualifying project management events. This provides the USMC Detachment with the best possible training. The vender MUST support course dates of 5-9 March 2018. The above items listed that are included are specific requirements for the USMC Detachment requirement. •3. ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA) The Contractor shall report Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Project Management Professional Training via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are: •1) W, Lease/Rental of Equipment; •2) X, Lease/Rental of Facilities; •3) Y, Construction of Structures and Facilities; •4) D, Automatic Data Processing and Telecommunications, IT and Telecom-Telecommunications Transmission (D304) and Internet (D322) ONLY; •5) S, Utilities ONLY; •6) V, Freight and Shipping ONLY. The Contractor is required to completely fill in all required data fields using the following web address www.ecmra.mil Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
