- The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package ( Gateway National Recreation Area Location: Floyd Bennet Field, Demolition of Buildings) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small). Your email capability information MUST be 6 pages or less and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels. Your response is due no later than 4:00 pm Mountain Time on February 19, 2018. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov. Park: Gateway National Recreation Area Location: Floyd Bennet Field NAICS Code: 238990 All Other Specialty Trade Contractors Dollar Range: $5,000,000 - $10,000,000 Estimated Period of Performance: August 2018 – August 2019 Project Description: Project Title: Demolish Excess Buildings at Floyd Bennet Field, Job Corp Buildings and Building 69 The project consists of demolition of excess structures at Floyd Bennett Field. The Job Corps structures are identified as "Excess", Optimizer Band 5, and are vacant while Building 69 was heavily damaged during hurricane Sandy. The buildings contain large amounts of HAZMAT such as: lead based paint, asbestos and universal wastes that require special handling and disposal. None of the buildings are identified as a historic resource. The buildings are currently in disrepair and are a constant drain from limited resources to keep them secured. The Job Corps facilities are abandoned and have not been in use for the past 15 years. The utility systems have been stripped of any useful parts and the roofs of all building have serious problems. The intent of this project is to demolish the building and restore the area to a natural, “park like” condition. ****Firms interested in the project should possess the following specialized skills and experience and address these specialized skills and experience in their responses to this Notice. Interested parties shall provide 2 project examples that demonstrate the following: 1. Experience executing building demolition projects that include hazardous material abatement and utilities infrastructure; and 2. Experience completing projects in New York/New York City area that demonstrate familiarity with permitting requirements, labor rules, traffic, transportation and disposal procedures. Bonding Capability Interested parties shall provide evidence of satisfactory bonding capacity for construction range of $5,000,000 - $10,000,000.
