Description
NOAA's NMFS, Alaska Fisheries Science Center, Auke Bay Laboratories, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with the State of Alaska, Department of Fish and Game for Vessel Charter and Support services. Charter and Support services from the Alaska Department of Fish and Game's vessel Media will provide three freight and scientific voyages between Juneau and Little Port Walter. It will include transportation of up to 7,000 gallons of fuel each trip. Awarded services will be in accordance with the Use Agreement No. 04-ABWJ-252 NMFS Subport Facility Site and Alaska Department of Fish and Game (ADFG); Per Use Agreement ("PUA") Vessel Usage for 2018, 2019, and 2020. The contractor will provide support to the scientists by deploying and retrieving sampling devices, transporting scientists to sampling locations, and providing up to 3 scientists with three well balanced meals and snacks. Operations shall take place from 7 AM to 7 PM each day. The vessel will conduct a round trip transit to and from LPW and will anchor in protected bays each evening before return to Juneau. The period of performance is for the calendar year 2018, and two optional period for calendar year 2019 and 2020. Each year will consist of three four day trips, scheduled each year to support operations at Little Port Walter with the dates of the trips to be negotiated prior to the beginning of the first trip. Anticipated dates will be in March, August, and November/December of each yea. Award for this requirement will be issued in accordance with Federal Acquisition Regulation (FAR) Part 13. Anticipated value will be under the Simplified acquisition procedures with an estimated value of less than $60,000. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested person may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is the Government's belief that only the State of Alaska, Department of Fish and Game, can provide services as stated herein. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by February 20, 2018. No known potential alternate sources exist which could satisfy these requirements.
