- Description
- The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation, National Vehicle and Fuel Emissions Laboratory (NVFEL), Testing and Advanced Technology Division (TATD), located at Ann Arbor, Michigan, intends to procure two (2) light duty electric vehicle movers with charging stations. This acquisition will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 333924 with a small business size standard of 750 employees. The minimum specifications will describe the design, function, and performance requirements for the two (2) electric vehicle movers and two (2) battery charging stations required at the U.S. EPA National Vehicle and Fuels Emission Laboratory (NVFEL). The vehicle movers will be used at NVFEL in support of emissions testing of automobiles, transporting vehicles indoors between temperature controlled storage areas and chassis dynamometer test sites. The contractor shall also offer an option for one (1) additional electric vehicle mover in accordance with the General and Functional Requirements identified in the minimum specifications. The option shall be available for exercise up to one (1) year after award of the contract. No additional battery charging station is required. The contractor shall include a minimum one-year warranty which covers telephone technical support, and all parts, labor, and ancillary costs to keep the electric vehicle movers in safe and operational status. Repair service and spare parts during the warranty period shall be made available within 24 hours of request. Repairs performed by the contractor shall be guaranteed for the period of the warranty. The contractor shall also offer an option for an Extended Warranty, renewable annually, for a period of four (4) years beginning at the expiration of the initial warranty period The contractor shall also include a minimum one-year of preventative maintenance covering all parts, labor, and ancillary costs to perform the necessary preventative maintenance based on the manufacturer ¿s recommended maintenance actions. Preventative maintenance performed by the contractor shall be guaranteed for the period of the preventative maintenance period. The contractor shall also offer an option for Extended Preventative Maintenance, renewable annually, for a period of four (4) years beginning at the expiration of the initial preventative maintenance period Award will be made on a ¿Lowest Price, Technically Acceptable ¿ basis. The solicitation with the required minimum specifications will be issued on or about February 14, 2018. All responsible sources may submit a quotation which shall be considered by the agency.
