- This is a Sources Sought notice. The US Army Medical Research Acquisition Activity ( USAMRAA) is seeking potential sources capable of providing firm-fixed-price services for the US Army Public Health Center (APHC) with Arizona State Certification to perform sample analysis within the State of Arizona.. Participation in the Arizona State Certification Program is necessary to meet the standards of the APHC laboratory quality system. The State of Arizona requires that laboratories be certified under their Reciprocal Safe Drinking Water Program to ensure that analyses are performed in accordance with the Safe Drinking Water Act. The APHC intends to perform the analysis of environmental samples from the State of Arizona and will require this Certification. The Contractor must be able to accredit drinking water matrices for various parameters. The Contractor must be able to certify published EPA methods that meet validation and strict quality control requirements. The Contractors will be performing onsite audits at the APHC every other year (beginning in the base year). In the off year the services and reviews will all be performed at the Contractors location Specific Task/Requirements: The Contractor shall accredit the APHC laboratory for the Drinking Water Parameters identified in this PWS as required. Task 1 - The Contractor shall review the quality documentation from the APHC Laboratory in preparation for the onsite audits. Task 2 - The Contractor shall provide qualified and appropriately certified auditors to perform the required onsite audits. Task 3 -The Contractor shall assess the laboratory using appropriate comprehensive checklists. Task 4 - The Contractors will review documentation, observe performance of each test procedure on the scope, and interview laboratory personnel to determine compliance and deficiencies. Task 5 - The Contractor will provide a final outbrief at the onsite assessment at the Lab. Task 6 - The Contractor will forward a final detailed written report (Deliverable 3) to the laboratory director and Contracting Officer's Representative (COR). The Government requests responses to this Sources Sought notice submitted NO LATER THAN 7 Feb 2018 at 1PM Eastern Standard Time. All Interested parties must submit in writing (no more than 10 pages, single spaced) their capabilities information including experience and familiarity with the said services.
