- Statement of Work for OGC Testbed. Sources Sought NB671000-18-00998 The Public Safety Communications Research (PSCR) program conducts research, development, testing, and evaluation to foster nationwide interoperability and advanced communications and operations technology for the nation's public safety community as part of the National Institute of Standards and Technology (NIST) mission. PSCR currently has an active research program studying various aspects of location-based services, including indoor mapping, localization, and navigation. PSCR has sponsored both internal and external research in these areas. In addition, NIST, with funding from PSCR, recently joined the Open Geospatial Consortium (OGC) at the Associate membership level to facilitate collaboration with its OGC network of over five-hundred companies, universities, and government agencies. OGC organizes annual testbed activities as part of their Innovation Program to provide a venue for creating and advancing solutions to complex geospatial challenges through open frameworks and standards. Testbeds provide a unique platform where sponsors can outsource the rapid generation of prototypes and test environments with leading organizations in their field. Testbeds result in more than just prototypes. Depending on the level of success and need, new updated standards are often produced, in addition to guides, overviews, and best practices for solving leading edge geospatial problems. NIST is seeking qualified sources to be able to source and operate activities in OGC Testbed to address key problem statements related to indoor mapping and navigation for first responders.
