- N69450-18-R-1305 (Sources Sought was issued under RFP N69450-17-R-1310) The Naval Facilities Engineering Command Southeast (NAVFAC SE) in Jacksonville, Florida intends to solicit and award a firm fixed-price design-bid-build project at Townsend Bombing Range Expansion, Marine Corps Air Station Beaufort (Townsend Target), Townsend, Georgia. This design-bid-build solicitation notice is being advertised as unrestricted. The project involves two MILCONs, P473 and P474 but will be awarded under a single contract. This project consists of construction of: Range Communication Tower “ A steel mono-pole with a pre-fabricated building, emergency generator, site utilities, and gravel parking and lay down yard with security fencing. Range Administrative Facility “ A pre-engineered metal building with typical commercial interior finishes, new septic system and extensions of existing site utilities. Furniture, Fixtures, and Equipment (FF and E) will be included in this contract but will have a separate CLIN. Boundary Fire Break “ Approximately 35 miles of 25 ™ wide fire break with signage through varying site conditions (planted pines, clear-cut and/or wetlands). Target Sites “ Six (6) target sites varying in sizes from 90 to 300 acres. Construct 50 ™ wide fire break around the sites which includes the installation of security fencing with signage and controlled access through varying site conditions (planted pines, clear-cut and/or wetlands). Few of the target sites have interior clearing and earthwork. The project scope focuses on currently undeveloped land parcels located near or adjacent to the existing range. The majority of the lands under are forested areas. The increased land base will allow tactical delivery of precision guided munitions (PGMs) to meet the training requirements. Contract award is anticipated to be on or around September 14, 2018. The construction completion date will be 390 days from the date of the contract award. In accordance with FAR 36.204, the estimated price range for the entire project is more than $10,000,000.00. The NAICS Code is 238910 with a small business size standard of $15,000,000.00. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. The solicitation will be available at this site no earlier than 15 days after this pre-solicitation notice is posted. A Pre-Proposal Conference and Site Visit have been tentatively scheduled for March 6, 2018. Details on the site visit will be provided in the solicitation. Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check FedBizOpps for the solicitation and any subsequent amendments that may be issued. THE CONTRACTOR IS REQUIRED TO REGISTER WITH THE SYSTEM FOR AWARD MANAGEMENT (SAM).
