- Revised Solicitation Document SAQMMA16R0396 A003 ***** BEGIN AMENDMENT A003 ***** The purpose of this amendment is to do the following; 1) Remove the following language from Section M.2, page 103. "However, as the price of an offerors proposal become equal to or more important than technical factors considered, technical merit may become the determining factor for award. Or, as the technical evaluation becomes equal to or greater of importance on price, then price may become the determining factor for award." 2) Change the language regarding the "Evaluation Approach" in Section M.2 3) Add Section M.2.3.9 Subfactor 9 Licenses and Permits to Section M.2. Additionally, through this amendment posting the following clarifications are made; C1) The requirement for PPQ was removed from the Exhibit Q, however, the offeror is still expected to provide information of past performance in accordance with Section L.11.2.2.2 Past Performance. The offeror may use Exhibit N that was provided in amendment A002 to assist with providing the required information. PPQs may be requested during the evaluation and therefore it may be in the best interest of the offeror and in the conservation of time to anticipate the request for PPQs and have them prepared. C2) In the response to the vendor questions posted with amendment A002, there was a question that was titled as "M.2.2.3 Preliminary Transition Plan" this question was asking for clarification of the corresponding Section L. The corresponding Section L paragraph is Section L.11.2.3. The Subfactor in Section M is M.2.3.8 Subfactor 8 - Preliminary Transition Plan. C3) in the response to the vendor questions posted with amendment A002, there was a question refering to the content of required supervisor training Section H.5.1, Section H.5.2 and Section H.5.3. It is the intent of the Government for the offeror to develop their own supervisor training criteria to include the length and content. ***** END AMENDMENT A003 *****
