- Sources Sought Sources Sought For a Maintenance and Calibration (MAC) Device for IM-276/PD and IM-276(A)/PD Background: The US Navy Bureau of Medicine and Surgery (BUMED), guided by NAVMED P-5055, require naval activities to maintain a dosimetry program for personnel who receive occupational exposure to ionizing radiation. Personnel dosimetry is used to measure an individual's radiation exposure and to aid in minimizing exposure. Consequently, personnel dosimetry has medical, epidemiological and legal significance and must be conscientiously practiced by trained personnel with appropriate and approved equipment. Currently, the US Navy is in the process of deploying the IM-276/PD to replace the existing IM-270/PD and as part of this deployment, the Battlefield Dosimeters (BD) will routinely (once every three years) be returned to a RADIAC Calibration Laboratory (RCL) for performance verification. The current inventory of battlefield dosimeters is approximately 53,524. To maximize efficiencies in the routine calibration process of IM-276/PD and IM-276(A)/PD automation is essential to streamline the calibration process and maximize the utilization of manpower, enabling RCLs to meet their processing requirement. Purpose of this Sources Sought: The purpose of this sources sought is to identify potential sources (vendors and manufacturers), that can manufacture a self-shielded-cabinet Maintenance and Calibration (MAC) device (cabinet irradiator) to be utilized in the performance verification, maintenance, reset and calibration of the IM-276/PD and IM-276(A)/PD (Mirion Technologies; MBD-1 and MBD-2) BD. Please note that vendors shall collaborate with Mirion Technologies, in order to determine the routine calibration needed in addition to receiving the communication protocols and the ability to communicate with the device, all of which are proprietary to Mirion. Responses: Interested firms shall submit a capability statement demonstrating how their firm is capable of providing the self-shielded-cabinet Maintenance and Calibration (MAC) device (cabinet irradiator). Responses to this notice shall be submitted electronically and must be received no later than 28 February 2018. The capability statement shall have a maximum page limit of 25 pages, however, laboratory reports and certification documents will not count towards the 25 page limitation. Responses shall include: •1. Company name, website, and physical address. •2. Point of contact, phone number, and email address. •3. CAGE number (if applicable) and DUNS number. •4. Company size e.g. small business, large business, or small disadvantaged business •5. Company capability statement to manufacture self-shielded cabinet irradiators which are utilized in with third party hardware and software. At a minimum, this statement should include the following: •a. Experience manufacturing MACs or similar devices for the U.S. Navy and foreign Navies; provide examples. •b. Experience manufacturing equipment in accordance with a Technical Data Package. •c. Radiological, environmental, electromagnetic and acoustic testing capabilities, either in-house or subcontracted. •d. Capabilities to receive, maintain, generate and distribute CONFIDENTIAL materials/information. •e. Expected lead time and cost per unit for delivery after contract award. •f. Any other information the vendor or manufacturer deems relevant. •6. Necessity to visit NSWCCD to see an IM-276/PD or IM-276(a)/PD unit and ask technical questions pertaining to the design and functionality of the unit.
