Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) is requesting information from interested firms that are capable of developing, designing, manufacturing, and testing material formulations of an elastomer material to meet Advanced Propulsor Management Office's (APMO) propulsor requirements. This Request for Information is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR) and is not a Request for Proposals (RFP). Description The APMO requires the design, manufacture, and installation of Research and Development (R&D) material and devices to support Large Scale Vehicle as well as the COLUMBIA and Virginia Class propulsor schedules. This requirement will provide for: •1 1. R&D Material and Device Engineering The contractor shall develop, fully define, and identify the elastomer Material Specification for the Material Formulation developed. The specification shall include: identification of the elastomer's material constituent ingredients, mixing ratios, and process requirements, as well as the identification of any surface preparation coatings required for the specific propulsor application in addition to the constituent materials comprising the elastomer itself, Identification of the nominal cured, as-molded in the Device elastomer properties: specific gravity, durometer hardness (ASTM D2240), tensile strength and modulus (ASTM D412), compression set, Identification of allowable environmental exposure temperature range (short duration and continuous) to prevent material damage of the elastomer, Assessment of the durability of the material with respect to the in service operating conditions and requirements for the specific propulsor application. The contractor shall design and analyze the devices external, internal, and assembly features to ensure compliance with the specifications. 2. First Articles (FA) Fabrication and delivery of fully functional FAs. 3. R&D Material and Device Ship Set Production Fabrication and delivery of R&D material and device for ship set. 4. Propulsor Component Concept Design Support Provide propulsor component concept design support as required in the areas of advanced materials, composite materials, and elastomer material development, mechanical design, manufacturing, and inspection. Firms must possess a Confidential level clearance for Facility and Safeguarding. Acquisition Approach NSWCCD is considering a five year single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract consisting of cost-plus-fixed-fee (CPFF) and cost-plus-incentive-fee (CPIF) line items. The CPFF line items would be for First Article Testing and design and development of the material formulation. The CPIF line item would be for the manufacture and installation of the material formulation. Individual order will specify the propulsor application and in-service performance and operating requirements. Request for Information The Government is requesting interested firms to provide the following information: •- - Corporate experience with material formulations of elastomer materials and its ability to hermetically seal devices - A listing of the facilities and machining it would use to support the fabrication and testing of R&D Materials and Devices - Length of time required for industry to submit a proposal - Any comments, questions, or recommendations on the proposed acquisition approach - Any additional information industry would need prior to determining whether it would be interested in this requirement The Governments a response to this RFI by 8:00 PM Eastern Time on 14 February 2018. Responses shall be sent electronically in a Microsoft Office format or Adobe PDF format to the points of contact for this RFI. NSWCCD may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary. Responders are advised that the Government will not pay for any information or administrative costs the firm incurs in response to this RFI. Not responding to this RFI does not preclude participation in future notices. The approach or requirement is subject to change based on responses received from this RFI. Any questions pertaining to this RFI must be submitted in writing to Michael Peduto, michael.peduto@navy.mil. The question and the responses to those questions will be released on FBO.
