- Justification - Sole Source Brand Name for Acquisition Under the Simplified Acquisition Threshold BROADCASTING BOARD OF GOVERNORS Office of Technical Services sand Innovation Coil Assy, Water Cooled, Part No. 138037-2 COMBINED SYNOPSIS SOLICITATION FOR COMMERCIAL ITEMS SOLICITATION NO. 951700-18-Q-0031 INTRODUCTION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposed contract action is for supplies for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b) (1) (i). The name of the company the Government intends to award a contract to is Continental Electronics Corporation, 4212 S. Buckner Blvd, Dallas, TX 72557. This notice of intent is not a request for competitive proposals; however, the Government will consider all proposals received prior to the closing date and time of this solicitation. 1. The solicitation No. is 951700-18-Q-0031. This acquisition is issued as a request for quotation (RFQ). 2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97, Effective 01-24-18. 3. The associated NAICS code is 326299. The small business size standard is 500 employees. 4. The Government requests FOB destination pricing. Any additional attachments must have the quotation number on them. UNIT PRICE $ TOTAL PRICE $ 5. Acceptance shall be performed at International Broadcasting Bureau, C/O JCM Logistics, Inc., 14913 Bogle Drive, Chantilly, VA 20151. The FOB point is destination. The Government technical point of contact (TPOC) information will be provided in the resultant contract award. 6. Description of Requirements: Water Cooled Coil Assembly part number 138037-2 to support radio transmitting equipment made by Continental Electronics Corporation. The Coil Assembly is a critical component of the Continental 419F Transmitter manufactured by Continental Electronics Corporation. 7. This acquisition is unrestricted. 8. The provision at 52.212-1 (Jan 2017), Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE 9. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. The clause 1952.232.19 Electronic Invoicing and Payment Requirements - Invoice Payment Platform (IPP) (April 2016) applies to this acquisition as detailed below: Revised 1/8/2018 ELECTRONIC INVOICING IS A REQUIREMENT OF THIS CONTRACT IPP (Invoice Processing Platform) is the no cost on-line Treasury system being used at BBG for vendor invoicing and is a requirement of all new contract awards. The web address for the IPP billing system is www.ipp.gov. IPP is very easy to navigate vendor invoicing system that allows you to directly attach invoice support (following format type:.doc,.docx,.htm,.html,.jpeg,.jpg,.pdf,.rtf,.tif,.tiff,.xls, and.xlsx). Your invoices will directly route to your COR for review and approval and then to the financial system for review and processing. You will be able to view the approval process directly on-line. You will no longer be able to submit a paper invoice to BBG. Use of IPP is a requirement of this contract. If you do not follow the below process to establish an IPP account you will be delayed in being able to invoice BBG for services provided. What do I do now? If you already have an IPP user ID you do not need to do anything as your new contract will automatically interface with IPP.
