Description
This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subparts 12.6, as supplemented with additional information included with or attached to this notice. The Regional Contracting Office-MCIPAC intends to solicit and award a Firm Fixed Price contract for this requirement. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96 and Defense Federal Acquisition Regulations Supplement Publication Notice (DPN) 20171228. THIS NOTICE CONSTITUTES THE ONLY SOLICITATION. The North American Industry Classification System (NAICS)711510- Independent Artists, Writersk, and Performers. The government reserves the right to make one, multiple or no award resulting from this solicitation. In accordance with the attached Performance Work Statment (PWS), the Government is soliciting quotes for the Music Director for Orthodox Holy Service. The Government intends to issue a single award to the responsible quoter whose quote is the most advantageous to the Government considering Technical Capability, Price and Delivery. It is the quoters responsibility to furnish sufficient information to the Government in order to determine acceptability of the offered services. Therefore, the quoter shall submit all technical information pertaining to their quoted services in order for the Government to determine technical acceptability. ****************************************************************************** CLIN 0001: Music Director for Orthodox Holy Service Qty: 1 Lot Period of Performance: 3/28/2018 ~ 4/11/2018 The contractor shall provide service in accordance with the attached Statement of Work (SOW). (Jun 2015) Note: Full text of each FAR and DFARS clause and provision may be accessed electronically at http://farsite.hill.af.mil/ (End of provision) PERFORMANCE WORK STATEMENT ORTHODOX HOLY WEEK PROTOPSALTY DUTIES AND RESPONSIBILITIES •1.0 DIRECTOR OF MUSIC FOR ORTHODOX SERVICE •1.1 Credentials: 1.1.1 Demonstrates knowledge and ability to chant Byzantine music in both Greek and English. 1.1.2. A pastoral letter of reference. 1.1.5 An endorsement letter from an Orthodox Chaplain. •1.2 TASK - The Contractor shall : 1.2.1 Direct, plan, and lead music for the Orthodox Chapels service for as many as 20 (20) services during the course of Holy Week and Pascha. Such services shall be scheduled in coordination with the Chaplain/Government Representative. 1.2.2 Conduct training and education in Byzantine chanting for members of the Orthodox Chapel Community to consist of one evening 90 minute session during Holy Week. 1.2.3 Prepare and execute a Lenten Youth Retreat for Orthodox Chapel community. This will take place during the Friday night prior through Lazarus Saturday. 1.2.4 Provide his/her own music. 1.2.5 Submit necessary paperwork for the procurement of additional music, supplies, instruments or other items required for music program to the Chaplain's office in a timely manner. 1.2.6 Maintain liaison with the Chaplain before, during and after all services, and be prepared to direct music for all planned musical selections in a professional and proficient manner as required. 1.2.7 Be present 20 minutes prior to the start of all services, remain in the Chapel for the duration of the service and notify the Chaplain prior to departure once the service has concluded. Both regular and special service commencement times are subject to unforeseen change and advance notice. The Chaplain shall be responsible for ensuring the director receives at least 24-hours advance notice before such changes are made. 1.2.8 Perform all work at the Chapel or at suitable locations elsewhere on the camp assigned when such occasions may arise. 1.2.9 Introduce new music to the Orthodox chaplain prior to introducing it to the community at large. 1.2.10 Maintain a professional attitude and be appropriately attired for religious services. 1.2.11 Be familiar with the requirements of the individual chapel service aboard military installations. 1.2.12 Properly handle all Government supplied and return all unused supplies at the end of the period of performance. Additionally, the Contractor shall be responsible for the accountability of all Government property provided to him/her under this contract and report any lost or damaged equipment to the Chaplain immediately. •1.3 Chaplain shall : 1.3.1 Coordinate musical tempos with the Contractor. 1.3.2 Coordinate with the Contractor and provide up to fourteen (14) days lead time for musical selections requiring advance preparation by the Contractor. 1.3.3 Provide information regarding routine music requirements and service schedules five (5) days prior to the event. 1.3.4 Provide notification of time and location changes at least twenty four (24) hours prior to the commencement of the service. 1.3.5 Coordinate and conduct all necessary practices, rehearsals and training within the guidelines of this contract. 1.3.7 Ensure performance in accordance with this performance work statement (PWS). •2.0 GOVERNMENT SERVICES 2.1 The Government shall provide the following services: 3.1.1 UTILITIES : The Contractor shall be provided the use of utilities (i.e., water and electricity) when needed to perform the job. The Contractor shall use the utilities conservatively. Lights shall be used only in areas where work is actually being performed. Water faucets or valves shall be turned off when not in use. Use of Government telephones is authorized for use in support of the duties in the resulting contract. 3.1.2 POLICE AND FIRE PROTECTION: These services will be provided to the Contractor at no cost while aboard USMC installations and working in an Official capacity. DSN 622-xxxx 623-xxxx 645-xxxx 646-xxxx Dial from Off Base 098-954-xxxx 098-969-xxxx 098-970-xxxx 098-971-xxxx 3.1.3 Transportation and Lodging: The contractor will be responsible for all of their travel expenses and lodging on Okinawa, though the Chaplain's office can arrange for local travel between the contractor's lodging and the chapel. On base lodging can be coordinated through the Chaplain's office. The contractor must have an international drivers' license to drive on Okinawa and will be subject to all applicable Japanese law. No Status of Forces Agreement license will be issued. •3.0 QUALITY CONTROL 3.1.1 The Contractor shall develop and maintain a quality control program with the chaplain to ensure services are performed in accordance with commonly accepted commercial practices. The Contractor shall develop and implement procedures to identify and prevent defective services from reoccurring. As a minimum, the Contractor shall develop quality control procedures that address the areas identified in Section 8, Performance Requirement Summary (PRS). The PRS is a living document and may change throughout the life of the contract to ensure contract standards are met. 3.1.2 Should the Contractor find a deficiency, they are to notify the chaplain immediately and implement the procedures to correct it. The Contractor shall record the incident and meet with the chaplain no more than 30 days after the incident. The chaplain will inspect that all corrective actions have been taken. 3.2 QUALITY ASSURANCE 3.2.1 The Chaplain or the COR may evaluate the Contractor's performance any time during the duration of this contract. Inspections shall be conducted with the intent of verifying compliance with contract requirements and performance. 3.2.2 The assessment/evaluation methods, in concert with the Contractor quality control procedures, will assure the government of satisfactory contractor performance. The chaplain or the COR may use the Contractor's PRS as the basis for their evaluations. When observations by the chaplain or COR indicates a defective performance by the Contractor, the COR shall inform the Contractor that they have thirty (30) days to correct the deficiency. Disputes between the chaplain and Contractor personnel over performance standards shall be referred to the COR for final determination. 3.2.3 Acceptable Performance. Acceptable performance is achieved when performance meets or exceeds the minimum contract performance standard(s). 3.2.4 Unacceptable Performance. Unacceptable performance exists when the Contractor does not meet the minimum contract performance standard(s). Unacceptable performance will be discussed by the chaplain with the COR regarding corrective actions for the Contractor. •4.0 TYPHOON READINESS 4.1 The Contractor shall depart military bases when Tropical Condition of Readiness 1C (TCCOR 1C) is declared by Military Weather Station authorities and monitor radio/television until the storm passes and to TCCOR Storm Watch (SW) is declared. When TCCOR SW is declared by Military Weather Station authorities, the Contractor shall restart the service within two (2) hours unless otherwise advised by the Chaplain, the coordinating base Chaplain or the COR. •5.0 PERFORMANCE REQUIREMENT SUMMARY Task Performance Objective PWS Reference Performance Threshold Surveillance Method Incentive Musical Proficiency Includes reading sheet music. 1.2.1 -1.2.5 No more than 3 customer complaints.
