FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66- Instruments and Laboratory Equipment SUBJECT: Purchase of an Upgrade for a Daylight Solutions Quantum Cascade Laser SOLICITATION NUMBER: SB1341-18-RQ-0188 RESPONSE DATE: 10 days after posting DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Daylight Solutions, Inc. located at 15378 Avenue of Science Ste 200, San Diego, CA 92128-3407 to purchase an upgrade to NIST's existing Daylight Solutions MIRcat mid-infrared Quantum Cascade Laser. The sole source justification is based on the following: The instrument being upgraded was purchased from Daylight Solutions, who is the sole manufacturer and provider of all parts and repairs for this instrument. NIST requires an upgrade of the system to allow for improved operation capability of the critical equipment by extending the wavelength tuning range. The upgrade components must be compatible with the existing system in order to function. Only Daylight Solutions provides upgrade components which are compatible with the existing system due to the proprietary nature of the existing commercial system. The upgrade of the instrument will be performed at the Daylight Solutions factory. Daylight Solutions does not authorize any third parties to provide the required parts, tools, protocols and software to complete the upgrade. The upgrade components consist of the following: 1.Wavelength control -Extension of the tuning range must include between 5.8 μm to 11 μm -Tuning speed must be equal to or higher than 100 cm-1/s over the whole tuning range -Multiple laser head modules must meet the above specified tuning speed over the whole tuning range -Continuous tuning must be available across multiple modules 2.Output power -Peak power must be higher than 20 mW within the whole wavelength tuning range 3.Other parameters -Spectral linewidth (full-width-half-maximum) must be equal to or narrower than 1 cm-1 -Pulse-to-pulse stability must equal to or lower than 5% (peak-peak) -Beam divergence must be equal to or smaller than 5 mrad (full angle, 1/e2 intensity) -Beam must be linearly polarized with extinction of 100:1 or higher -Pointing stability must be equal to or smaller than 2 mrad during wavelength tuning over the whole tuning range -Beam quality must be TEM00 Market research has shown that Daylight Solutions, Inc. is the sole company who can provide this upgrade to NIST's equipment. Given these facts, Daylight Solutions, Inc. is the only source reasonably available to provide the required upgrade. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 5:00 pm EST 02/08/2018, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
