- The objective of this contract is to obtain HEGA (High Efficiency Gas Adsorber) Adsorbers for use in Chemical Agent Adsorber Systems (CAFS). The adsorber systems are considered to be the last line of defense in protecting personnel from potential exposure to chemical agents. These specifications cover the design and testing of a modular gas-phase adsorber cell for use in once-through air cleaning systems where high efficiency removal of gaseous containments is a requirement. Adsorber cell frames have been listed below as well as a newer cell designed to meet the growing needs of our customers. The adsorber cell shall be in accordance with Institute of Environmental Sciences. In order to be considered for supplying the above mentioned adsorbers, the contractor must submit with their bid a single "HEGA-TEDA-16" adsorber for testing. This adsorber shall be shipped, at the contractor's cost, to ECBC's Test, Reliability & Evaluation Branch (TREB) at E5165 Caliber Rd Aberdeen Proving Ground, MD 21010. The adsorber shall be labeled "Sample for Solicitation (Insert Solicitation number)". TREB will test the sample HEGA adsorber in accordance with the acceptance testing procedures outlined below. Offerors that have had their HEGA adsorber tested within the past year may submit their test results with their bid, in place of the sample HEGA adsorber B. Carbon Acceptance: i. All ASZM-TEDA carbon adsorbent used in the production of these adsorbers must be tested by a certified Government lab to meet the requirements within MIL-DTL-32101A. The total test cost is the responsibility of the contractor. Carbon acceptance test results shall be provided by the carbon manufacturer to the adsorber manufacturer and the Government. Every unique quantity of carbon used in adsorber production must be tested in this manner. ii. All Sulfur Impregnated (SIC) and Activated Carbon (AC) adsorbent will only require manufacture certification. C. Adsorber Production Lot acceptance: i. Production lot acceptance testing will be used to ensure that the produced adsorbers conform to contract specifications. Ten percent of the production lot shall be delivered within 60 calendar days of order date. A production lot may vary from the total number of Adsorbers ordered to allow for the use of multiple lots of carbon or to reduce the risk of adsorber failure. For example, if the government orders 100 adsorbers it would be acceptable for the contractor to manufacture lots as small as 10 adsorbers. ii. At the completion of acceptance testing the vendor shall provide the final report to the COR. iii. The full order shall be delivered within 15 calendar days of acceptance notification by the COR. D. Adsorber requirements: i.Adsorber Selections: 1. 24"W x 24"H x 16"D a. Flow: 416 CFM b. Residence time: 0.3s 2. 24"W x 24"H x 18"D a. Flow: 520 CFM b. Residence time: 0.3s 3. 12"W x 24"H x 24"D a. Flow: 460 CFM b. Residence time: 0.25s 4. Prototype product improvement Adsorbers. a. Flow: >460 CFM b. Residence time: 0.25s or more. ii. The type of Carbon required will be noted at the time of purchase. 1. The Carbon shall meet the requirement, Carbon Activated, Sulfur Impregnated (SIC), 10% min sulfur. 2. The carbon shall meet the requirements of purchase description MIL-DTL-32101A, Carbon, Activated, Impregnated, Copper-Silver-Zinc-Molybdenum-Triethylenediamine (ASZM-TEDA). 3. AC, Activated Carbon. 4. Requirements: A. The contractor is required to follow the Industry standard (IEST-RP-CC008.2, dated 01 Feb 2011) with the following modifications to that standard brought out in Annex A. The exceptions listed in Annex A are directly related to the numbering scheme from the original document, IEST-RP-CC008.2. B. Adsorber testing standard (MIL-PRF-32016A(EA)) exceptions are included in Annex B. C. The Government may request fabrication of prototype Adsorbers. The government will provide pre-production prototype testing of up to 2 adsorber's at no cost to the contractor. If greater than 2 prototype and/or lot acceptance testing is required these cost shall be the responsibility of the contractor at a rate of approximately $2,000.00 per adsorber. 5.Government Furnished property: A. The Government will provide the testing facility and Personnel to test the adsorbers when they arrive for qualification. There will be no GFE for this contract. 6. Shipping: A. The cost of shipping the adsorbers shall be included in the final unit price. B. The Contractor will stack 2700 pounds or less on one pallet for shipment. C. The adsorbers will be individually wrapped to protect them from the elements and shall be UV stable so as not to break down under prolonged periods of sun exposure. D. Each adsorber shall be vacuum sealed, so as to protect the Carbon for storage with a min of 6mil plastic. E. Each adsorber shall be marked as to what it is and be visible without opening as well as being marked on the adsorber shell on all sides: i.e. Part number, contract number, order number, LOT group number, serial number. 7. Destination: A. The contractor shall deliver the adsorber per their issued contract. B. The hours of operation at the ECBC facility are between the hours of 0800 and 1800 on Monday through Friday. Delivery of materials shall be within these contract hours. Inspection and Acceptance of the items will be conducted at destination by authorized ECBC government personnel. C. Primary Delivery Location is expected to be: U.S. Army Receiving, Bldg E-5179, Blackhawk Rd APG-EA, MD 21010-5424 8. Safety Considerations: A. There are no requirements for the contractor to be in any hazardous area for this contract. 9. Security Clearance: A. None are needed for this contract 10. Government Point of Contact: A. Will be specified upon contract award 11. Period of Performance. The total contract ordering period is five (5) year from the effective date of award. The total ordering period is broken into five (5) individual 12-month ordering periods. 12. HEGA Adsorber Acceptance Testing outline: A. When each new order for HEGA adsorbers is placed, the Contractor shall produce more of the requested quantity so that 10% may be submitted for government testing without impacting the final count of delivered adsorbers. B. Once the Contractor has produced the lot of HEGA adsorbers, they shall be certified by the Contractor as having met the Government specifications, as well as called out specifications and be given unique serial numbers. C. The full list of serial numbers shall be sent to the COR which includes the testing adsorbers. The COR will select, at random, the specific adsorbers to be sent for acceptance testing. No additional adsorbers shall be shipped until the government testing results are complete and the lot is found to be acceptable. D. The contractor will be responsible for performing lot acceptance testing of manufactured adsorber's on each Lot at no cost to the Government. The quantity of adsorber's required for lot acceptance will be 10 percent (rounded down) of the total amount of adsorber's per lot being purchased. (i.e., 10 Adsorbers ordered will require 1 Adsorber to undergo destructive DMMP testing. 69 Adsorbers ordered will require 6 adsorbers to undergo destructive DMMP testing etc.). Note: The Carbon adsorbers destroyed in testing will not count towards the final requested quantity. I. The contractor must have a Technology Support Agreement (TSA) set up so that testing by the government agency can take place. ii. All acceptance testing shall be performed by the: Edgewood Chemical Biological Center Test, Reliability & Evaluation Branch (TREB) E5165 Caliber Rd Aberdeen Proving Ground, MD 21010 E. The Contractor shall provide the COR with a copy of the test results from TREB. F. 100% of the lot acceptance adsorbers must pass the test in order for the lot to be determined as acceptable. G. The COR will notify the Contractor if the lot is acceptable and can be shipped or if the lot is unacceptable and shall be destroyed and replaced at no additional cost to the Government. H. If the government request a specific serial number for testing and that specific adsorber fails contractor testing before it is sent to the government, the entire lot will be considered a failure. I. Adsorber Cell: The adsorber cell shall meet the requirements of IEST-RP-CC008.2, High-efficiency Gas-phase Adsorber Cells, as modified in Annex A.
