- Page 3 of 3 Department of Veterans Affairs VA Law Enforcement Training Center (LETC) Holster / Testing Request for Information (RFI) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a solicitation and there will be no resulting contract/ order as a direct result of this RFI. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. A. BACKGROUND: The Veterans Affairs Law Enforcement Training Center (VA LETC), located in North Little Rock, Arkansas, is under the leadership of Dr. James Ward, Director. The LETC provides professional training for all VA Police Officers. Through its Enterprise Fund activities, the LETC also provides training services to other Federal law enforcement agencies. Working under the LETC are four divisions; the Academic Programs Division, Technical Programs Division, Advanced Programs Division and the Training Standards Division The United States Department of Veterans Affairs Police is the uniformed law enforcement service of the U.S. Department of Veterans Affairs, responsible for the protection of the VA Medical Centers and other facilities such as VA hospitals, Outpatient Clinics and Community Based Outpatient Clinics. The primary role of VA Police is to serve as a protective uniformed police force in order to deter and prevent crime, maintain order, and to respond to serious incidents/threats, which may have occurred within the jurisdiction of the Department or its federal assets. B. PURPOSE: The LETC is requesting information on holsters for Sig Sauer P229 DAK weapons in anticipation of the future acquisition of numerous holsters for use by Veterans Affairs Law Enforcement Officials nationwide. The purpose of this Request for Information (RFI) is to provide manufacturers and dealers with sufficient information regarding the LETC requirements. The information provided by manufacturers and dealers will be used to determine which holster(s) meet the minimum requirements of the LETC. The LETC plan to acquire holsters(s) meeting the requirements listed in section C for testing and evaluation. It is agreed and understood that Responses to this RFI and subsequent testing and evaluation process and documentation are considered to be working documents while they are under consideration are not subject to Public Record laws. Only communication initiated and requested by the LETC is permissible. Any form of communication by any Respondent (or any of its representatives or agents) is prohibited with the LETC staff during this evaluation process and may result in the Respondent being removed from testing and evaluation process and further consideration. The LETC may request demonstrations of products and services. C. TESTING / SPECIFICATIONS: In order to ensure an extensive holster Testing, VA LETC is requesting interest from holster manufacturers that wish to submit and provide respective holster examples. Holster samples provided will be tested in accordance with LETC holster testing protocols using the specific duty weapon platforms available to VA Law Enforcement Personnel. D. INTENTIONS: RFI responses must be received no later than 3:00 P.M. on February 23, 2018. RFI responses should be: Mailed to: Nicholas Wigginton Firearms Program Manager The Law Enforcement Training Center Building 193, 2nd Floor 2200 Fort Roots Drive North Little Rock, Arkansas 72114 DELIVERY INSTRUCTIONS Responses whether delivered through U.S.P.S., UPS, FedEx, electronically, or by hand to the LETC must be completed and delivered with the RFI number and title clearly marked on the outside of the envelope or box. If delivering RFI in person to the LETC, come to building 193, 1st floor, administrative office. Deliver the RFI to Shawnee Perez. Make sure the time and date of delivery is noted on the RFI and logged by the person receiving the item. The RFI s will be received between the hours of 8:00 A.M. and 4:00 P.M., Monday through Friday. E. ADDITIONAL TESTING: Manufacturers interested in providing sample flashlights for the Holster Workshop must be capable of providing and delivering one (1) flashlight with permanent mounting capable on Sig Sauer 229 DAK pistols meeting following specifications: Black in color Triple retention Automatic locking system deactivated by thumb Strong side draw Sig Sauer 229 DAK compatible Must fit standard fixed mounted flashlights (no removal needed for de-escalation) Must be duty belt mountable for uniformed officers The costs associated with the provision and shipping of the sample flashlight shall be borne by the submitter. Each submitter will be required to acknowledge that (1) the sample is being offered without expectation of payment, and (2) submitter waives any future pay claims against the government. Submission of a flashlight sample in no way guarantees said flashlight will be added to the list of approved/ authorized. All test results are subject to interpretation by VA Law Enforcement Training Center Testers. While VA has no intention to formally publish the test results, these results will be made available to manufacturers or Law Enforcement Agencies that request a copy. Note that no holsters shall be delivered prior to prequalifying per the instructions below and before receiving communication regarding the Government s assessment and acceptance of the proposed holster. F. PREQUALIFICATION PROCESS Manufacturers providing a test and evaluation holster for the workshop should complete the attached Prequalification Form and email to Nicholas Wigginton at Nicholas.wigginton@va.gov and CC Kevin Hurst and Allen Smith at kevin.hurst2@va.gov and allen.smith3@va.gov prior to 02/13/2018 at 3:00PM ET. Upon receipt of the Prequalification Form, the Government will review the proposed sample to ensure it meets the weapon holster above and will provide notice to each submitter indication whether the proposed holster sample is acceptable for the workshop along with rationale if the sample is rejected. If VA accepts the proposed holster sample as adequate for the purposes of the Testing and Evaluation Workshop, it will provide specific details regarding the dates of the workshop and any additional shipping instructions to the submitter.
