Justification for an Exception to Fair Opportunity Brand Name Product Title: ClearCube and Teradici Brand Name Product Description: ClearCube thin clients (P/N's: GCCUBE200, G0980295, G0980353, G0900304); Teradici PCoIP Mgt License (P/N: MCE3Y0100) 1. Estimated Cost/Price of the Order 5. Type Program (see AFFARS 5302.101 for definitions): Other Contracting 6. Fair Opportunity Exception: FAR 16.505(b)(2)(i), subparagraph (B) 7. Type Determination: Class Individual (1) Contracting Activity: Department of Air Force, 1st Special Operations Contracting Squadron, Hurlburt Field, FL. This document serves as a Justification for an Exception to Fair Opportunity. The purchase request number is F2FT057283AW01. (2) Nature and/or description of the action being approved: This action is a new order for the brand name ClearCube and Teradici requirement. This action will be competed as a firm fixed price delivery order through the NETCENTS 2 Products contract vehicle. (3) Description of the supplies/services required to meet the agency's needs: The resulting contract will provide (Qty 230 ea) ClearCube thin clients with built in KVM (keyboard-video-mouse) solution along with the coordinated Zero Client Warranty and Teradici PCoIP Management Console software licenses in order to provide students and instructors at the 39th Information Operations Squadron with front-end client to connect consolidation while maintaining physical network separation to the centralized computing resources within the existing datacenter. The addition of this equipment will result in increased efficiency by reducing personnel, equipment maintenance, and various other costs over the duration of the three to five year technical refresh cycle mandated by Air Force regulation. This is a new order for the brand name requirement to purchase ClearCube thin clients and Teradici licensing products. This action will be competed and awarded as a firm fixed price order through the NETCENTS-2 contract vehicle (mandatory source). Clearcube Package for 39th IOS (*Item Name - Part Number - Quantity - List Price): * Model ClientCube - GCCUBE200 - QTY 230 - * ClientCube Warranty - G0980295 - QTY 230 - * Zero Client w/CAC Warranty - G0980353 - QTY 690 - * ClientCube 2 & 3 Mounting Kit - G0900304 - QTY 230 - - Package Includes: (1.1) G0900297 clientcube enclosures, (1.2) G0900185 KVM 4-port 4-channel 2-display w/CAC, (1.3) G0900322 Desktop Controller for secure KVM, (1.4) G0900280 CD7722 Dual Base Fiber, (1.5) G0900139 Copper SFP module 1000Base-T, (1.6) G0900138 Module 1000Base SX Fiber SFP w/LC, (1.7) Blank 4 Blank Client Slot 4, (1.8) NA Power Included, (1.9) DHCP-ON DHCP Enabled. * Teradici PColP Management Console Enterprise License and Maintenance - MCE3Y0100 - QTY 3 (4) Identification of the exception to fair opportunity and the supporting rationale: FAR 16.505(b)(2)(i)(B), Brand Name Product Justification The ClearCube thin clients and Teradici management software licenses are authorized for use on this specified United States Special Operations Command (USSOCOM) infrastructure and will interface with the existing multi-million dollar datacenter. This datacenter is currently equipped with VMWare Horizon View suite. There are no other brand name products that have equal capability, are compatible with the existing hardware and software within the datacenter, and are authorized for use. Furthermore, ClearCube and Teradici are strategic partners in regards to the development of advanced PC over IP (PCoIP) solutions. This partnership ensures the technology products required configure seamlessly to delivery reliable centralized computing solutions in support of the 39 IOS mission. The ClearCube thin clients, coupled with Teradici management software licenses, are National Information Assurance Partnership (NIAP) approved, secure thin clients with KVM (keyboard-video-mouse) switches that create secure cross-domain access. The integrated secure thin client with KVM features true data path isolation for security and data protection for the Agency. It is fully compatible with legacy and new Government systems and is listed and NIAP validated to the latest KVM testing standard (EAL 2, Protection Profile v2.1). Therefore, ClearCube with Teradici is the only solution that is NIAP approved and compatible with the existing setup of both legacy and new systems. Products used in Secure Classified Processing Facilities are required to be evaluated and granted certificates by NIAP and shall comply with the requirements of the NIAP program and where applicable, the Federal Information Processing Standard (FIPS) Cryptographic Validation program(s). Products on the product compliant list (PCL) are evaluated and accredited at licensed/ approved evaluation facilities for conformance to the Common Criteria for Information Technology (IT) Security Evaluation (ISO Standard 15408). The NIAP approval can be seen on https://www.niap-ccevs.org Currently, the ClearCube is the only prepackaged thin client with a KVM in a small form factor case. Operating in a secure facility, it is required that the KVM be NIAP approved; since this product is included in the ClearCube product line, it meets the 39th IOS's requirement to protect Information Assurance (IA) Systems as stated above. (5) Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable: The anticipated cost to the Government will be determined fair and reasonable in accordance with FAR 15.404-1(b)(2)(i), comparison of proposed prices received in response to the solicitation. (6) Other facts supporting the justification: 39 IOS performed market research and reviewed other products currently available. Microsoft Thin App and Citrix both had comparable products, however, neither brand provided a viable product solution due to compatibility issues with the existing infrastructure of the datacenter. Additionally, the ClearCube solution is fully NIAP approved which allows the system to operate in secure spaces. Neither the Microsoft Thin App or Citrix comparable products are NIAP approved. Since USSOCOM owns the secure network these devices will be utilized, all equipment must comply and be NIAP validated. The ClearCube thin clients and Teradici management software licenses will interface seamlessly with the current infrastructure and are NIAP approved, alleviating compatibility issues with other type/brand equipment, thus maximizing uptime and resulting in greater mission accomplishment. (7) Actions the agency may take to remove or overcome any barriers to increasing fair opportunity before any subsequent acquisition for the supplies or services: At this time, there are no actions that 39 IOS can directly take to overcome barriers that preclude this agency from providing fair opportunity, regarding brand name specific requirements. Alternate products would need to be fully NIAP approved and developed to be compatible with legacy and current Government systems. Vendors may submit/propose a commercial IT product to NIAP for approval; the vendor shall follow all applicable procedures. To begin the evaluation process, a product vendor chooses an approved common criteria testing lab (CCTL) to conduct the product evaluation against an applicable NIAP-approved Protection Profile. The vendor, drafts the security target, then provides the associated target of evaluation to the CCTL. The CCTL then proposes a new evaluation to NIAP. Upon successful completion, the product is posted to the NIAP PCL. The evaluation process can be completed in 90 days or up to six months. Please see the NIAP website for additional information regarding the evaluation process, https://www.niap-ccevs.org/Ref/Evals.cfm (8) Contracting Officer's certification that the justification is accurate and complete: The Contracting Officer's signature on the signature page provides evidence that he/she certifies that the justification is accurate and complete to the best of his/her knowledge and belief. (9) Certification of technical/requirements personnel that supporting data is accurate and complete: As evidenced by his/her signature on the signature page, the Program Manager certifies that any supporting data contained herein, which is his/her responsibility, is both accurate and complete. (10) Determination by the approving official that one of the circumstances in FAR 16.505(b)(2)(i) applies to the order As evidenced by my signature on the signature page, I hereby determine that the fair opportunity exception checked in block 6 (Page 1) applies.
