- SOURCES SOUGHT NOTICE Performance Work Statement (PWS) MASTER 100 TON COURSE OF INSTRUCTION (as of 29 January 2018) 1. BACKGROUND 1.1 The Government requires training support services in order to license personnel in the operation of various types of maritime vessels they may encounter while deployed in support of military operations. 2. OBJECTIVES 2.1 The Government intends to issue a firm-fixed price (FFP) Indefinite-delivery, Indefinite-Quantity (IDIQ) contract to acquire training and certification for the Master 100 Ton Course of Instruction (COI). Personnel will also gain a significant amount of situational awareness while operating in the same geographic are where in a large portion of the Maritime 100 ton (COI) Unit Level Trainings are held. 2.2 The Contractor shall provide a course of instruction and testing typically for ten (10) personnel at a Contractor facility within the vicinity of San Diego, CA, Virginia Beach, VA, or Stennis Space Center, MS, unless otherwise specified in the task order. 3. SCOPE 3.1 The Contractor shall provide all necessary personnel, management, facilities, materials, training aids, publications, equipment, tools, etc. required for the course of instruction and to ensure personnel receive maritime vessel training leading to certification(s) as required by the individual task order. 4. REQUIREMENTS 4.1 The Contractor shall provide all necessary training for students to earn the Master 100 Ton Course of Instruction (COI). The Contractor shall also provide the additional modules and examinations to meet the USCG requirements for certification(s). 4.1.1 Contractor shall provide a minimum of (1) one qualified Instructor per ten (10) students. 4.1.2 Training shall be conducted in compliance with the most current Programs of Instruction. 4.1.3 Contractor shall have the Course Curriculum approved by USCG. 4.1.4 Contractor shall present documentation that the course covers the material necessary to satisfy regulatory training requirements. 4.1.5 Contractor must be from the list of USCG approved vendors available at the Master 100 Ton worldwide website. 4.1.6 If a simulator or simulation program is used, technical and performance specifications must be provided the Government. For courses satisfying Master 100 ton training requirements, any simulator required to be used must meet the applicable performance standards. 4.1.7 Contractor shall provide all student handouts, navigation tools, graduation certificates, homework assignments and/or workbooks. 4.1.8 Lesson plans shall be provided for each subject or class session. Training will be taught by a school accredited and approved by USCG. 4.1.9 Contractor's policy on re-tests of failed examinations and other assessment methods and the method of providing an unsatisfactory course completion shall adhere to Master 100 Ton performance standards. 4.1.10 In some instances students may require more than scheduled syllabus time prior to their completion or elimination from the training program. The Contractor shall provide the additional training required for these students at no additional cost to the Government. 4.1.11 Contractor shall facilitate the Master 100 Ton Endorsement Evaluation. 4.1.12 Contractor shall serve as an authorized Third Party to handle the details of the students credential application, and thereby shall adhere to all regulations associated to the Privacy Act of 1974. 4.1.13 Contractor shall facilitate all necessary mechanisms towards the students' obtainment of all required licenses and permits, to include submitting all paperwork and payment for the Master 100 Ton credentials. The Contractor is not responsible for payment of fees for USCG application, and shall only review USCG application as a third party for completeness upon request of the Government. 4.2 Participate in a Post-Award Conference. 4.2.1 This meeting shall provide an introduction between the Contractor personnel and Government personnel who will be involved with the contract. The meeting shall provide the opportunity to discuss technical, management and security issues. The Post Award Conference will aid both the Government and Contractor in achieving a clear and mutual understanding of all requirements, and identify and resolve any potential issues. The Contractor shall be prepared to discuss any items requiring clarification and gather information as necessary to support each deliverable. The Contractor shall provide a written summary of the Post-Award Conference. 5. DELIVERABLES Deliverable PWS Ref. CONTRACTOR MANPOWER REPORTING 6.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Government via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. CONTRACTOR TRAVEL 7.1 All travel in connection with the performance of this PWS shall be at the Contractor's expense. Contract performance shall be conducted on a firm-fixed price basis. The Government anticipates providing a minimum of 30 days advance notice of course requirements. 8. SECURITY N/A 9. SAFETY 9.1 Safety in all training events shall be paramount. The contractor shall comply with and maintain appropriate safety instructions and qualification standards in accordance with all USCG regulations. 9.1.1 The exercise controller shall provide the contractor with applicable safety doctrine as appropriate. Additionally, the exercise controller will have the authority to stop any training being provided when he or she determines that the safety of students, contractor employees or other personnel are at risk. 9.2 Contractor Responsibility 9.2.1 Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract. 9.3 Risk Controls 9.3.1 Risks are incurred during the conduct of this training. This training requires implementation of risk controls. All training will take place in a controlled environment with adequate medical personnel and qualified instructors. NSW personnel will also conduct proper ORM prior to events. 10. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI) 10.1 The Government will provide documentation for Master 100 Ton and USCG credentials as necessary, such as Sea-Time certification letters, medical endorsements and drug screen certifications. 10.2 The Government will provide the vessel and fuel for the required practical portion of training, unless otherwise specified in the task order. 11. QUALITY CONTROL 11.1 The Contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract. 12. QUALITY ASSURANCE 12.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor's compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner. 12.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions. 13.
