Description
The Naval Air Systems Command (NAVAIR) intends to prepare a Class Justification and Approval (CJ&A) for Other Than Full and Open Competition, in accordance with FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements," with L-3 Technologies, Inc. The purpose of the CJ&A is to authorize and approve the issuance of a new Basic Ordering Agreement (BOA) for the procurement of supplies and services in support of the CDL Hawklink systems, including Recurring and Non-Recurring Engineering, Integrated Logistics Support (ILS), Repair of Repairables, Peculiar Ground Support Equipment (PGSE), and Foreign Military Sales (FMS) support. Specific performance requirements include, but are not limited to, sustainment planning, hardware upgrades and software updates, Engineering Change Proposals (ECPs), support of various trade studies, engineering analyses and Engineering Investigations (EIs), sustainment cost reductions, safety improvements, production support and FMS requirements. The period of performance is anticipated to be for five (5) years. All responsible sources may submit a capability statement, which will be considered by the agency. The capability statement must include your approach to accomplish this effort for the H-60 helicopter. This notice is not a request for proposals and does not imply or promise that the Government intends to award a contract vehicle as result of this notice or in response to any capability statements received. The Government will not reimburse any costs incurred to prepare responses to this notice.
