Description
1. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. This solicitation is issued as a request for quote (RFQ). 3. This acquisition will be posted as Full and Open. In order to be eligible for award the vendor must have an active registration in SAM.Gov. The North American Industry Classification System (NAICS) code is 519190 All Other Information Services. 4. FAR Clauses 52.212-1, 52.212-2, 52.212-4, 52.212-5, 52.217-8, 52.217-9 apply to this procurement. For the exact text and wording of clauses and provisions please see http://farsite.hill.af.mil. The Government contemplates an award of a Firm Fixed Priced Contract resulting from this solicitation. 5. Description of services: The Small Business Administration (SBA) Office of Credit Risk Management in Washington, DC has a requirement to acquire unlimited subscription that includes exclusive analysis and in-depth data in real time on banking and financial services industries. This subscription should have the expertise to assist in providing: •· Real-time news/alerts, news archive, and company profiles; •· Industry specific financial market data feed; •· Documents, industry/market data, research reports as entitled; •· Standardized and as-reported sector-specific financials, transcripts, presentations; •· Mergers & acquisitions data, capital offerings, institutional ownership; •· Peer comparison, credit ratings and analyst estimates; •· Asset-level and regulatory data, excel integration tools and mapping/demographics for financial institutions, publicly traded banks, thrifts, specialty finance companies, and investment companies to assist in monitoring SBA's lenders; •· Performance metrics and financial statements for making comparisons; •· Ability to build unique downloadable reports (Excel format) across all federally regulated lending entities with corresponding unique identifiers (FDIC, NCUA etc.) for each entity. This should be available via a web-based application; •· Ability to pull vast array of rates and values into reporting into downloadable format. This functionality should encompass rates and values built off of the four primary financial statements (Balance Sheet, Income Statement, Cash Flow Statement, and Statement of Changes in Equity); •· Ability to pull all regulatory order / enforcement action information through reporting in downloadable format; this information should include but not be limited to type of regulatory order, issue date, modified date, and termination date; •· Provide a landing page for each federally regulated lending entity detailing financial, ownership, and other pertinent aspects. This landing page will deliver a well-rounded view of the lending entity, providing the type of detail and insight an investor or regulating body would need to assess the financial integrity and trajectory of the institution. Provide the ability to download federally required reporting (10-K, 10-Q etc.), all regulatory order / enforcement action information, and other pertinent publications/releases at this landing page location as well. This should be available via a web-based application; and •· Training of new users and client support. The contract will be for a base year plus two (2) option years.
