- Synopsis and Notice of Intent to Sole Source The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) intends to issue a sole source contract for the procurement of Rockwell Automation Arena Simulation software, maintenance and training. This contract will be Firm Fixed Price (FFP) and will be used by the U.S. Army Test and Evaluation Command. Rockwell Automation Arena Simulation software is a discrete event simulation and automation software which will support readiness analyses. ACC-APG intends to award this FFP contract to Rockwell Automation, Inc. located at 9500 Arboretum Blvd, Suite 400, Austin TX 78759, CAGE Code: 5R8U8. Rockwell Automation, Inc. is the exclusive manufacturer and sole source provider of Arena simulation software, support and services. There are no resellers available to support or supply this product. This contract will be solicited to a single source in accordance with the FAR 13.106-1(b)(1)(i). The Technical Data Package (TDP) is not available for this requirement. Additionally, market research indicates that no other sources currently exist that can provide the Arena Simulation software. This Notice of Intent is NOT a Request for Proposal. No Statement of Work will be provided. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Interested parties may identify their interest and capability to respond to this requirement, no later than 4:00 pm local Maryland time, 5 February 2018. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses shall be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide the items.
