- Request for Information - Project ID08180015 The Government is issuing this Request for Information (RFI) as part of its market research for Project ID08180015. This RFI is for information and planning purposes only, does not constitute a solicitation, and is not to be construed as a commitment by the Government. If the Government determines to issue a solicitation at a later date, based on responses to this RFI, then the solicitation may be issued via FedBizOpps or any other mode determined to be appropriate. No award will be made as a result of this RFI. All information is to be submitted at no cost or obligation to the Government. Any information that the Contractor considers proprietary should be clearly marked as such. All submissions become Government property and will not be returned, including any proprietary information. The ARNG has a requirement for Conduct of Fire Trainer Modular Situation Awareness (COFT-M-SA) Gunnery Trainers to train Abrams crews on gunnery in order to meet Gate To Live Fire (GTLF) requirements. This requirement is expected to include the upgrade of 36 existing COFT-M-SAs to a precision gunnery trainer for the crew of the Abrams M1A1 Situational Awareness (SA) and the M1A2 System Enhancement Package (SEP) Version (v.) 2 combat systems, using a precision gunnery training matrix based on the gunnery manual TC 3-20.31 Crew Training and Qualification. The training program, which is to be developed by the contractor in collaboration with ARNG Subject Matter Experts (SME’s), will provide integrated training for the commander, gunner, and loader crew positions, and shall ensure these capabilities are sufficient to perform all COFT-M-SA GTLF exercises. The anticipated period of performance for this requirement will be 2 years, plus a 2-year warranty period. The anticipated contract type is firm-fixed-price. See attached RFI for further details. All responses should be based only on the information contained in this RFI, as any additional documentation submitted by the contractor may not be reviewed by the Government. Completed questionnaires shall be submitted no later than 11:00 a.m. EST on February 9, 2018 to David.Poppe@gsa.gov and Brandy.Massingale@gsa.gov. Contractors who do not respond to this RFI are not excluded from any resulting solicitation(s); for all Contractors will be required to submit a proposal in accordance with the final solicitation instructions.
