Description
The U.S. Nuclear Regulatory Commission (NRC), Office of Administration, Acquisition Management Division intends to award a sole source contract to Advanced Health Education Center, 8502 Tybor Drive, TX 77074. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 15 U.S.C. 637(m), as implemented by FAR 6.302-5, "Authorized or Required by Statute," and FAR 19.1506 "Women-Owned Small Business Program Sole Source Awards." The objective of this contract is to obtain support in providing medical technology training to NRC staff and Agreement State inspectors. The training shall be focused on medical uses of byproduct material that are licensed by the NRC and Agreement State regulatory programs, including nuclear medicine procedures, manual brachytherapy, remote after loader brachytherapy (HDR), gamma stereotactic radiosurgery, and other emergent medical treatments that involve byproduct material. To adequately address these topics, two separate courses shall be presented under this contract: 1. Diagnostic and Therapeutic Nuclear Medicine 2. Brachytherapy, Gamma Knife and Other Medical Uses of Byproduct Material The desired outcome of the training is for students to acquire a sufficient understanding of the medical use of byproduct material as necessary to ensure that licensees possess and use the material in a safe manner to protect the health and safety of occupationally exposed workers and members of the public. This training shall enable inspectors to become qualified in conducting inspections of medical facilities that use licensed material. The anticipated period of performance is for a one (1) year base period with two 2-year optional period, totaling five years. The estimated award date is March 2018. This is a sole source notice published for informational purposes only and is NOT a request for proposals. Therefore, no solicitation documents exist for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement by February 12, 2018 at 11:00 am EST that provides sufficient details for consideration by the Government, via email to Jeffrey.Mitchell@nrc.gov, Contracting Officer, at Jeffrey.Mitchell@nrc.gov. The determination not to compete the contract based on responses to this notice is solely within the discretion of the Government. Oral communications are not accepted in response to this notice.
