Description
PRESOLICITATION NOTICE The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, located in Murfreesboro, Tennessee is issuing this pre-solicitation notice for a contractor to provide design build services to Prepare Site for NM530c Nuclear Medicine Imaging Systems at the VA Tennessee Valley Healthcare System, Alvin C. York Campus, Building #1, Basement Floor, Radiology Department located at 3400 Lebanon Pike, Murfreesboro, TN 37129. This presolicitation notice is posted in accordance with Federal Acquisition Regulation (FAR) Part 5.2. The anticipated solicitation is a 100% total Service Disabled Veteran Owned Small Business (SDVOSB) set-aside under NAICS code 238290. The small business size standard is $15 million. The anticipated magnitude of this contract is between $100,000.00 and $250,000.00. Evaluation of offers will be performed in accordance with FAR 36.3 Two-Phase Design-Build Selection Procedures. In accordance with FAR 36.303 Procedures, one solicitation will be issued covering both phases. A Phase 1 site visit is anticipated to be held approximately ten calendar days from the official solicitation release date. The exact date of the site visit will be identified in the Standard Form 1442 solicitation document. The successful awardee shall provide all labor, material, supervision, equipment, travel and performance of work in accordance with the forthcoming solicitation in accordance with the terms and conditions of the awarded contract. All Architect/Engineer (A/E) Services required in the solicitation shall be performed by licensed Architects and Engineers registered in the State/Territory/Other of this project. The purpose of this project is to design and prepare the site (approximately 1300 square feet) for the installation of one General Electric (GE) Nuclear Medicine Imaging systems (Discovery NM530c Nuclear Medicine imaging systems). The contractor and their A /E firm will inspect, test, make corrections, and certify that the Nuclear Medicine area is ready for the GE equipment installation. After the equipment is installed, the contractor and the contractor s A/E firm shall inspect, test, make corrections, and certify the final, working Nuclear Medicine area, complete with the working GE equipment. Work includes, but is not limited to, interior design, fire and safety, fire alarm, sprinkler, demolition, industrial hygiene, abatement, structural, architectural, mechanical, HVAC, Direct Digital Controls (DDC), plumbing, electrical power & systems. The Contractor s A/E shall develop the preliminary concept into a final design and construction documents. The A/E shall develop a design with a VA multi-disciplinary team to ensure all needs and project objectives are met. The contractor s design consultant shall provide necessary architectural and engineering services required to prepare a complete design (stamped contract drawings, specifications, technical reports, cost estimates, inspections, quality assurance, etc.) and construction period services to ensure the successful completion of the project. The contractor shall provide the VA with certifications and standard VA warranties. During the design the A/E is responsible for independently analyzing conditions, needs, systems, etc., and developing optimal solutions to achieve the project objectives. The resulting D/B contract will require a full complement of design services including the preparation of a Master Plan, Schematic Design, Design Development and Construction documents in addition to all construction, commissioning, and LEED certification. All design and construction work shall be complete within 210 calendar days from issuance of the Notice to Proceed, including final inspection, corrections, and closeout / release of claims. NCO 9 reserves the right to use only FBO, via the internet, to provide notification of any amendments to the forthcoming RFP. By registering at FedBizOpps (http://www.fbo.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. It is the Contractor's responsibility to view the FBO website daily for any amendments to the RFP. The Offeror's must be listed in the Vendor Information Pages at www.vetbiz.gov at the time of phase 1 proposals are received, phase 2 proposals are received, and at the time of contract award. The successful aware must be registered in the System for Award Management at the time of contract award. The Solicitation is planned to be issued on or about Feb 12, 2018. Note: The above description of work is for general information only and is not intended to include and describe every feature or item of work or to define the scope of work. THIS IS A PRESOLICITATION / SYNOPSIS NOT A REQUEST FOR PROPOSAL. Offerors are responsible for routinely checking the FBO website for any possible solicitation amendments that may be issued. This notice does not commit the Government to award a contract. No collect calls or facsimile transmissions will be accepted. Any costs incurred because of this announcement shall be borne by the firm and will not be charged to the Government for reimbursement.
