- IGF::OT::IGF X:NOGRN NCR Construction Estimating Services National Park Service National Capital Region Office of Facility Management SOURCES SOUGHT Construction Estimating Services I.Introduction: THIS IS A SOURCES SOUGHT REQUEST ONLY ¿ This Sources Sought is issued solely for information and planning purposes, as a means for the Government to conduct market research, identifying interested parties and their capability to support the requirement for providing construction estimating services for various projects within the National Park Service, National Capital Region, which includes parks and offices located within Maryland, Virginia, West Virginia, and Washington, D.C.. Responses to this Sources Sought will be considered and will help the Government dictate a path forward. All small business categories and large businesses will be considered. Capability statements will also be accepted. II.Place of Performance: The primary work would occur in the National Capital Regional offices, 1100 Ohio Drive, SW, Washington, DC, 20242. However, site visits to any of the National Capital Region park sites may be periodically required. III.Disclaimer: This Sources Sought does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations and incumbent information are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this Sources Sought does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The Government shall not be liable for, or suffer, any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the Sources Sought will not be returned. IV.Site Visit/Industry Day: A Site Visit will not be scheduled for this sources sought. V.Responses to the Sources Sought: Responses should address the following items: A.Looking for the following qualifications and experience: ¿Work will need to be completed by a single individual for quality purposes. ¿5+ years of experience in estimating construction projects ranging from $2,000 to $30,000,000. ¿5+ years of experience in developing Scopes of Work for construction projects and modifications for simple and complex projects. ¿Experience in projects involving historic preservation including but not limited to oHistoric masonry oMonuments oHistoric houses oLandscapes ¿Experience in estimating civil, mechanical, electrical, plumbing, framing, roofing, and all other aspects of construction. ¿Experience in estimating permitting costs and requirements for the Washington DC area. ¿General knowledge of design and engineering requirements for construction and facility management. ¿Knowledge of compliance requirements for historic preservation work in the Washington DC area. ¿Experience and knowledge of construction within the National Capital Region including Washington, DC metro area. ¿Knowledge of National Park Service projects and process a bonus but not required. B.Indicate if your company qualifies under any of the small business classifications such as: Economically Disadvantaged Women-Owned, Service Disabled Veteran Owned, HubZone, etc. Interested parties are requested to respond to this Sources Sought with the following data: Administrative Data: Company name, POC name, mailing address, phone number and e-mail of designated point of contact. Technical Data: Individual, detailed responses to the requested information in section V, A and B above. The Government will assume that the responder does NOT agree to the release of its submission to Government support contractors. Submission: Responses shall be submitted via e-mail by Friday, February 16, 2018, 1200 ET. Responses shall be emailed to stacey_rickard@nps.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Questions: Questions regarding this Sources Sought shall be submitted in writing, via e-mail, to the Contract Specialist, no later than Tuesday, February 6, 2018, 1200 ET. Phone calls will NOT be accepted. IV. Summary: THIS IS A SOURCES SOUGHT ONLY. The information provided in this Sources Sought is subject to change and does not bind the Government. The National Park Service has not made a commitment to procure any of the items discussed, and release of this Sources Sought should not be construed as a commitment or authorization to incur cost, for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
